About the Position: : This position is located in the Transportation Division of the Letterkenny Munitions Center at Letterkenny Army Depot, Chambersburg, Pennsylvania. This is 1st Shift position.
Duties
Forecast, plan, and lead the operational activities of lower graded transportation specialists, freight classification specialists, and supply technicians.
Formulate operational plans, policies and procedures in connection with inbound and outbound Class V (ammunition and explosives) movements throughout the Contiguous United States (CONUS) and Outside the Contiguous United States (OCONUS).
Utilize multiple transportation databases.
Provide solutions to difficult and unprecedented transportation problems requiring extensive knowledge of complex transportation methods.
Ensure hazardous materials shipments meet the requirements of Federal Regulations, International Maritime Dangerous Goods Code (IMDGC), state, and local laws.
Arrange for export shipments to be shipped through Government approved ports and Military Airlift Command (MAC) bases.
Serve as the organization Container Control Officer.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must meet the requirement for ammunition certification IAW AMC-R 350-4 within one year of appointment.
- Must obtain certification in Ammo-62, Technical Transportation of Hazardous Materials within 180 days of appointment.
- This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify for this position, your resume must demonstrate one year of specialized experience equivalent to the GS-09 level in the Federal service which includes: 1) managing the shipment of Class V (Ammunition and Explosives) and other commodities; 2) coordinating with commercial or government activities involved in freight transportation; 3) utilizing automated logistics systems for the transportation of various classes of freight; AND 4) completing a variety of transportation related documentation such as Material Release Orders (MROs) and hazardous materials (HAZMAT) identification.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Education
This position allows the substitution of education for experience. (NOTE: You must attach a copy of your transcripts).
You may qualify for this position if you possess:
A Ph.D. or equivalent doctoral degree in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other related fields.
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related
OR
A combination of education and experience: the specialized experience as described above, but less than one year; and more than one year but less than the required education described above. Compute the percentage of the requirements that you meet. The total must be at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.)
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
