About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. Position is located at Fort Meade, conveniently located between Washington, D.C. and Baltimore. With approx 56,000 employees, Fort Meade is Maryland's largest employer and is the second-largest workforce of any Army installation in the U.S.

Duties

Responsible for the supervision and management of detailed, multi-disciplined intelligence analysis operations. Solves difficult and complex analytical problems. Responsible for intelligence research, analysis, evaluation, coordination, and liaison duties. Ensure that future problem areas are identified and that research is applied to those problems. Member of the command responsible for research, testing, training and development of system assessments, computer network defense and network vulnerability techniques to optimize a secure joint environment. Deploys within several hours of notification as a special operations intelligence subject matter expert (SME).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with Sensitive Compartmented Information SCI access for the duration of employment.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Deployable position, expected to travel OCONUS on a regular, rotating basis and/or on short notice. A physical is REQUIRED as a condition of employment prior to EOD and as needed, thereafter. Immunizations are required for the deployed location.
  • May be subjected to short notice recall. Must reside within 50-mile radius of duty location.
  • This position may require Temporary Duty (TDY) 30 days or less travel to various locations approximately 30% of the time.
  • Must be willing to undergo and successfully complete counter-intelligence scope polygraph with No Deception Indicated (NDI).
  • Two year trial/probationary period may be required.
  • May be required to work uncommon tour of duty hours, working either fixed or rotating shift which may include evenings, weekends and/or holidays.
  • Position designated “Weather Essential”. In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) may be required to report to work or remain at work to support the mission operations.
  • May be required to apply for Staff Like Access (SLA) certification.
  • Position designated mission essential, consistent with the criteria described in DoD instruction (DoDI) 3020.42. More information see Note in Qualifications section below.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
