The selectee of this position serves as a Supervisory IT Program Manager responsible for directing and managing major technology projects such as: mobile application projections, administrative and operational mission support application projects, software application projects, and SharePoint projects. This position is located in the Information Technology Division, United States Marshals Service (USMS).

Duties

As a Supervisory IT Program Manager at the GS-2210-14 grade level, some of your typical work assignments may include, but are not limited to, the following: Serves as a Supervisory IT Program Manager responsible for managing and directing major U.S. Marhsals Service (USMS) technology projects. Designs, documents, develops, modifies, tests, installs, implements, and supports new or existing technology supporting USMS nationwide. Gathers, analyzes, refines, and translates systems requirements into applications prototypes. Provides expert technical advice, guidance, and recommendations to USMS management. Demonstrates a mastery of the Capability Maturity Model Integration (CMMI) process improvement approach and have involvement with the Information Technology Infrastructure Library (ITIL) practices within a government setting. Requirements

  • Must be a U.S. Citizen or National.
  • Must pass a pre-employment drug screening and background investigation.
  • Must be able to obtain and maintain a Top-Secret Clearance security clearance.
  • This is a Testing Designated Positions (TDP) and is subject to random drug testing.
  • May be required to successfully complete a supervisory probationary period.
  • Applicants must meet all qualifications requirements by the closing date of this announcement.
  • Must be a Department of Justice (DOJ) employee and meet time-in-grade requirements for consideration. (52 weeks at the next lower grade level)
  • May require Microsoft SharePoint Certification.

Qualifications

TIME-IN-GRADE REQUIREMENTS: Merit Promotion applicants must provide an SF50 Notice of Personnel Action that indicates proof of status and time-in-grade eligibility. The SF50 must include the position, title, series, grade, step, tenure, type of service (Competitive or Excepted) and career status (career or career-conditional). No award SF50 will be accepted as proof of status and time-in-grade eligibility. One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS-14 grade level. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the experience required for the grade level(s) to which you apply. To qualify at the GS-14 grade level, you must meet each of the following: Basic Requirement: You must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND In addition to meeting the Basic Requirement described above, you must have the Specialized Experience described below. Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-13 grade level in the Federal service performing the following duties: Leading technology projects for an organization, such as, mobile application projects, administrative and operational mission support application projects, software application projects, and SharePoint projects; Planning, designing, and documenting, systems databases and/or application architecture to meet organization's needs; Helping plan work assignments and/or needs to ensure organization-wide IT objectives are achieved; and Providing technical advice and recommendations to management, and other personnel at all levels in the organization related to technology projects. Quality Ranking Factor (QRF): A certification demonstrating technical competence is expected to significantly enhance performance in this position but is not essential for satisfactory performance. You must submit a copy of the certification you claim to hold. If you hold Microsoft SharePoint Certification you may be ranked above those who do not, but no one will be rated ineligible solely for not holding PMP certification.
