You will serve as a SENIOR PERFORMANCE ASSESSMENT REPRESENTATIVE in the Facilities Engineering and Acquisition Division of NAVFAC ENGINEERING CMD MID-ATLANTIC.
Duties
You will use automated systems for management reports and presentations.
You will advise management on various types of contract strategies related to business operations to achieve optimum results
You will monitor contractor performance (e.g., ability to deliver products, services, and systems to contract schedule and within cost) to ensure quality of work.
You will identify problems in contractor performance to make recommendations for solutions.
You will analyze program strategies to determine compliance with regulations, procedures, or management practices to ensure new technologies and management initiative acquisitions are cost-effective.
You will serve as a liaison to resolve project schedule conflicts and delays.

- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- May be designated as ALPHA personnel and required to report for duty or held in a duty status to provide support before, during and/or after special emergency situations or periods of an increased security threat.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Overseeing for the overall PA and inspection surveillance program, government estimates, documentation and the enforcement of safety standards on facilities maintenance, repair and service contracts; 2) Determining the appropriate method of documentation; 3) Reviewing Contractor's submittals, reports and work schedules; 4) Developing inspection schedules; enforcing safety provisions; validating and preparing contract modification packages; 5) Preparing contract documents (drawings, specifications, costs estimates, Task Orders); 6)Preparing detailed material and labor cost estimates; and 7) Visiting work sites to collect date pertaining to the scope of work, determines the amount and type of labor and material required. Education
In lieu of general/specialized experience, you may qualify with the following education or combination of both education and experience:
Successfully completed a Ph.D. or equivalent doctoral degree.
OR
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

OR
Have a combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
