This position is located in the Treasury Inspector General for Tax Administration (TIGTA), Office of Mission Support (OMS), Human Capital and Personnel Security (HC&PS), and reports to the Assistant Director of Human Capital (ADHC). HC&PS provides leadership and advisement in the formulation, implementation, and oversight of policies, programs, and consultative services to promote efficient and effective human capital and personnel security management that contribute to TIGTA's mission.
Duties
As a Human Resources Specialist (Human Resources Development), you will:
- Plan, develop, and implement TIGTA's employee development programs, processes and systems including but not limited to the New Supervisor Training, Manager Training Series, New Employee Orientation (NEO) program, and on-line curriculum development.
- Coordinate the development of training processes, including policies, curricula development, instructional methods and techniques, facilities, and equipment to ensure employees receive development opportunities to improve performance and to manage learning at TIGTA.
- Evaluate trends in training assessment surveys and designs and design individual courses and employee development seminars that provide a framework for the identification and enhancement of the leadership and core competency skills of TIGTA's workforce to provide for a more productive and efficient workforce.
- Independently research, recommend, and develop solutions to support TIGTA-wide training needs based on functional missions with relatively difficult to understand work processes, or with fairly specialized skills (e.g., technical, professional, managerial, or administrative).
- Represent TIGTA at meetings and conferences sponsored by Treasury, OPM, and other governmental groups or organizations and vendors and serves on Treasury wide teams that test new implementations, develops process improvement procedures, identifies, and defines future needs, and provides support to other administrators.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
- Performing strategic planning in the areas of training and development; AND
- Evaluating and delivering training courses; AND
- Providing training program oversight.
Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
