Duties
Duties include but not limited to:
Plans develops, implement, and administers a wide variety of quality assurance management systems and procedures to support complex engineering projects.
Develops, implements, and assures effective quality control procedures to every engineering project, by identifying, proofing, measuring, and analyzing customer requirements in relation to established procedures to determine adequacy, reliability, and validation of processes, to promote project quality, and ensure continuous process improvement.
Coordinates and facilitates technical quality control (QC) functions and performance quality assurance (QA) operations throughout the engineering projects to ensure that adequate quality provisions are planned, developed, and implemented.
Interact with vendors, contractors, engineering employees, and customers to select, analyze, and audit various processes and identify methodologies for process improvement to enhance customer satisfaction and ensure successful completion of projects.
Provide informal and formal guidance and instruction to project managers, shop personnel, and contractors regarding deficiencies, inadequate performance, and other non-conforming issues.
Perform other duties as assigned.

Physical Requirements: The work requires some physical exertion, such as long periods of standing; walking over rough, uneven, rocky, or slippery surfaces; recurring, bending, crouching, stooping, stretching, climbing, or similar activities; recurring lifting of light to moderately heavy items weighing less than 50 pounds (i.e., 23 kilograms), such as testing or measuring equipment; and/or regular visits to construction, industrial, marine, or other outdoor sites. Duties will require climbing of ladders, working on scaffolds, performing inspections in tiring and uncomfortable positions.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.GS-11 grade level:
In addition to time in grade requirements for current Federal employees applicants must possess one year of specialized experience (equivalent to the GS-9 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes but is not limited to: experience as an engineering aid or technician or surveying technician performing work directly related to construction. Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements. Supervisor of crafts persons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications.
There is no educational substitution for the GS-11 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
