About the Position: Serves as a senior analyst, project leader, technical expert, and consultant responsible for providing technical, schedule, cost, budget, and interoperability advice to management in the area of technical requirements, systems integration, program cost, schedule, acquisition strategies, and budget layout.

Duties
Serves as a senior analyst, project leader, technical expert, and consultant responsible for providing technical, schedule, cost, budget, and interoperability advice to management.
Identifies and resolves highly complex problems that cross organizational, governmental, and international boundaries and promulgates solutions and resolution opportunities.
Performs cost, cost risk, and/or economic analyses for difficult-to-define, controversial, new, or novel systems/functions of major agency, national or international impact.
Reviews budget and work program estimate submitted by contractors for sufficiency, completeness, soundness, and adequacy.
Reviews and analyzes data required for and incorporates in technical reports and briefing to higher headquarters, senior military and high ranking civilians.
Participates in reviews and work teams with government and contractor personnel, including international participants.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position requires temporary duty (TDY) travel up to 10% of the time.
- The employee must be willing and able to travel on commercial aircraft.
- The employee may be required to work overtime.
- Selectee must meet the DoDI 5000.66 requirements applicable to the Career Category of BUSINESS – COST ESTIMATING (BUS-CE) and Advanced Career Level Certification must be met within 48 months of entrance on duty.
- Position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.

Basic Requirement for Operations Research Analyst 1515:Bachelor's Degree (or higher degree) in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to meeting the Basic Requirements above, to qualify for this position you must also meet the qualification requirements listed below:
To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as performing duties that include: 1.) Performing studies of issues arising in all phases of a system life-cycle. 2.) Using operation and research methods to review/analyzes in order to propose problem-solving techniques for technology, schedule and risk. 3.) Planning, directing, and conducting cost and schedule risk analyses to ensure integration processes are identified. And 4) Review and staffing of Acquisition Milestone Documents for all programs to include multiple acquisition pathways and phases. This definition of specialized experience is typical of work performed at the next lower grade level/equivalent to the NH-03 or GS-13 grade level in the Federal Service.
CONTROL POINT
This position is subject to a salary control point at to the GS-14, step 10 base salary. Salary for the position will be set within a range from $120,849 to $157,100 with locality. If the incumbent's salary currently exceeds this level, the salary will be at the incumbent's existing salary.
