This position is established to provide leadership and expertise for advice and representation on a wide range of Federal Environmental law issues.  The employee provides expert-level guidance with respect to the environmental implications of the Maritime Administration’s various programs, including, but not limited to vessel operations, vessel disposal, fleet site operations, and the operations of the United States Merchant Marine Academy.

Qualifications

To qualify, your experience should include experience and education equal or equivalent to the following:GRADE 15 - A law degree, bar membership in good standing and at least Three years of professional attorney experience. Experience providing advice and representation on a full range of environmental law issues relating to government programs; worked on a wide range of legal concepts, principles, and practices; developing and presenting written and oral legal analyses and conclusions of law. Experience interpreting complex statutory framework with significant expertise with regard to the National Environmental Policy Act (NEPA), the Clean Water Act (CAA), and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); and team leadership.  The candidate also must have some experience in environmental litigation. Experience interpreting environmental statutes, including the National Environmental Policy Act (NEPA) and the Clean Water Act (CWA); Experience leading a team of other Attorneys. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of environmental statutes, regulations, and case law that regularly impact the Agency, such as Subtitle V of Title 46 with respect the programs of the Maritime Administration, 50 U.S.C. App. § 1744, National Environmental Policy Act, Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act, Comprehensive Environmental Response, Compensation, and Liability Act, Hazardous and Toxic Substances Act, the  Endangered Species Act, sufficient to identify and analyze legal issues and develop recommendations for higher authority.to develop legal opinions whether through the litigation process or administratively, which may alter the state of the law in the particular area or expand the charter of the agency.  Ability to research the law, synthesize legal principles, and draft legal memoranda presenting facts, analysis, and conclusions. Skill in oral and written expression, and composure sufficient to advocate effectively against highly sophisticated and capable attorneys in the public and private sectors who vigorously oppose the Agency position and to ensure the training and development of decision-makers within the program offices. Education

MANDATORY EDUCATION REQUIREMENTS:

In order to qualify for this position, candidates must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have a professional law degree, and must currently be a member in good standing of the bar of a State or Territory of the United States or the District of Columbia.
