The Digital Program Specialist position within the VHA Office of Communications, VHA Office of Digital Media (10B2C), maintains the accuracy and usability of over 260 websites and over 240 other online properties in VHA. Position provides support to health care communications officials.

Duties

The Incumbent performs the following major duties and responsibilities: Ensures that the content and execution of VHA digital properties are aligned with the priorities of SECVA so that Veterans can make informed choices about their healthcare and quickly access necessary support in times of crisis. Require high-level technical skills to use specialized software tools to monitor web-pages, for performance, quality, and compliance with the multitude of regulatory requirements that apply to federal online presence. Provides key insight into VHA on line properties that are working well while simultaneously finding under-performing sites and pages and prescribing solutions for improving user experience for the Veteran community. These efforts better position va.gov as a premier website. Provides full staff assistance on administrative matters affecting the operation of VHA Digital Media. Serves as a staff member directly supporting the planning, designing, developing, evaluation, implementing, and evaluating assigned online projects. Maintain and develop fresh and timely content, and support strategic uses for digital properties as it relates to the coordination of health care delivery systems and operations. Provides updates and features new online content on digital platforms. Responds, collects, and trends customer feedback referencing VHA issues online. Maintains content for key VHA websites and other online properties. Work Schedule: Monday - Friday 8:00a.m. - 4:30p.m. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You will qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing, evaluating, advising on and/or coordinating the posting of data on, or the review and approval process of, online properties owned by the Veterans Health Administration (e.g., websites and digital media platforms such as Facebook, Twitter, and Instagram). The incumbent must demonstrate a high level of technical skills to use specialized software tools including content management systems such as TeamSite, Drupal, Wordpress, etc. for performance, quality, and compliance with the multitude of regulatory requirements that apply to a coordinated online presence. Demonstrated proficiency in Section 508, Plain Language, Web Design, and User Experience standards, for a complete digital presence, at a medical center or equivalent, must be demonstrated. . Design: Knowledge of conceptualizing, developing, producing, understanding, and using plans, models, blueprints, and maps, including the use of tools and instruments to produce precision technical drawings, working prototypes, components, or systems. Leadership: Inspires, motivates and guides others toward goal accomplishment; coaches, mentors, and challenges subordinates; adapts leadership styles to a variety of situations. Technical Competence: Understands and appropriately applies procedures, requirements, regulations, and policies related to specialized expertise (for example, engineering, physical science, law, or accounting); maintains credibility with others on technical matters. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is usually performed in an office setting and may be performed in places such as meeting and training rooms. The work area is adequately lighted and climate controlled. May require occasional travel.
