This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

Major Duties (Including but not limited to): Review cases in the community that need additional guidance and conduct needs-based reviews and modifications for patient care coordination. Proactively partner with all staff in developing organizational systems for OIVC using lean management principles to measure quality initiatives for facility performance effectiveness. Responsible for monitoring and advancing patient safety quality standards and utilization management for the OIVC Department. Serves as the Lead or Co-Lead for committees related to OIVC as designated by PUMA. Serves as a vital resource and advisor for programmatic, clinical or other crucial. Represents MEDVAMC OIVC on National Committees (i.e. weekly VHA Consult PI call and Field Advisory call) and serves on other groups in MEDVAMC or VISN as needed. Ensures provision of comprehensive care for the target population through the utilization of interdisciplinary teams, care management and application of evidence based clinical practices. Ensures implementation of annual Integrated community line specific performance measures for Network-level evaluation to aid in the development of efficient and effective delivery of services. Maintains accountability within the service line by 1) monitoring various metrics specific to the specialty; 2) analyzing and developing actions to improve metrics; and 3) standardizing workload expectations for clinicians/providers. Coordinates program improvement through (a) Leveraging relationships with facility, VISN and national leadership (b) didactics and other learning modalities; and (c) Site visits. Plans for future access points, taking into consideration the geographic distribution of the target population and including analysis of disease prevalence. Fosters interdisciplinary input into service line evolution. Incorporates Network-wide virtual care strategies. Establishes an environment that integrates educational and research activities within the service line's primary function of coordinating patient care services in the community. Assist with developing an Integrated Clinical OIVC department, that guides, supports and evaluates provision of consistent services to patients across all categories of care. Communicates effectively with staff, patients and stakeholders within the service area and throughout the VAMC and VISN. VA offers a comprehensive total rewards package. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Master's degree in any discipline or a bachelor's degree in any discipline with one year of experience as a Physician Assistant ~AND~ Successfully passed the PA National Certifying Exam (PANCE) (or are you in the process to taking the exam) ~AND~ Currently hold, or will hold, a full and unrestricted license to practice in a State, Territory, or Commonwealth of the United States or in the District of Columbia. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Preferred Experience:  3-5 years Primary Care/Managed Care experience. Candidates should have a strong clinical background and experience in care coordination and case management 3-5 years of successful demonstrated proficiency in conducting thorough patient evaluations, including taking detailed medical histories, and ordering and interpreting diagnostic tests. Ability to clinically evaluate facility patient care delivery systems and validate or identify barriers to safe and effective patient care. Potential to exhibit leadership/managerial skills in facilitating collaboration of service/ departments and integrated units in the planning and provision of care for diverse groups of patients. Skills to analyze and solve complex medical problems. Ability to function autonomously and make independent medical decisions. Demonstrated skills and knowledge in critical thinking, problem solving, and experience dealing with complex interpersonal situations. Works well with interdisciplinary team. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Physician Assistant-I (PA-I) Experience and Education: None beyond the basic requirements. This is the entry level for PAs. Physician Assistant-II (PA-II) Experience and Education: The PA at this grade is at the intermediate grade level and has had progressively increasing responsibility and experiences. Two years of successful practice as a PA. OR Successful completion of a PA post-graduate residency program sponsored by VHA Office of Academic Affiliations or other postgraduate residency programs accredited by VA, ARC-PA, U.S. Armed Forces, or another accrediting agency. OR A doctoral degree in a health-related field from an accredited college or university recognized by the U.S. Department of Education. Physician Assistant-III (PA-III) Experience and Education: PAs at the PA-III grade are at the full performance level and lead and organize patient care independently, practice within multi-disciplinary teams, and coordinate all aspects of patient care across the health care system. Three years of successful practice as a PA. OR Successful completion of a PA post-graduate residency program sponsored by VHA Office of Academic Affiliations or other postgraduate residency programs accredited by VA, ARC-PA, U.S. Armed Forces, or another accrediting agency and one year of professional practice as a PA. OR A doctoral degree in a health-related field from an accredited college or university recognized by the U.S. Department of Education and one year of professional practice as a PA References: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-8 Physician Assistant Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position requires potentially long periods of continued walking, standing, and sitting. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient and/or staff needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. In the performance of duties, the incumbent may be required to drive and/or ride in GSA- vehicles.
