THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a PLANS AND OPERATIONS SPECIALIST (TITLE 32), Position Description Number D1246000 and is part of the NC J5, National Guard (JFHQNC-J5 (DOMS) / 1422-306).

Duties

As a PLANS AND OPERATIONS SPECIALIST, GS-0301-11, you will serve as the State NG focal point for Future Operational Plans within the J5. Is responsible for the development of operational plans that effectively and efficiently execute Civil-Military taskings from the National Command Authority, Governor or National Guard Senior Leader directed responses to Natural Disasters, Support for Civil Disturbance (MACDIS), Homeland Defense/ Security, WMD response, Anti-terrorism/Force Protection (AT/FP), the Critical Infrastructure Protection Program (CIPP), National Security Special Events (NSSE), and Continuation of Governmental Operations and Public Services. Responsible for secure dissemination of WARNORDs, OPORDs, FRAGORDs to Joint Operations Center. Ensures self inspection procedures are developed, conducted, results evaluated and changes incorporated into operational procedures and CONPLANS. Establishes, executes, evaluates and maintains the training program effectiveness through inspections, exercises and testing. Establishes and maintains training and certification documentation process for crisis action team members and controllers. Ensures newly assigned members receive orientation. Participates as an Future Operations Officer in the J5. Develops operational procedures to implement contingency and emergency plans. Coordinates with higher, adjacent, lower 9headquarters, Federal, state and local agencies as necessary, as well as other staff officers to effectively accomplish Federal and State requirements. Develops message routing procedures. Prepares operations orders. Develops after action reports to include cost factors. Develops emergency response time estimates. Recommends improvement of NG resources to support emergencies. Responsible for identifying and securing resourcing for full-time staffing for effective 24/7 continuous operations during crisis action planning. Performs other duties as assigned.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Qualifications

Military Grades: Warrant Officer (CW2 to CW4) or Officer (1LT to MAJ) Minimum Requirements: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Substitution of Education for the Specialized Experience: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements. Completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for two months of specialized experience.
