The position is located within the Support Services Division at the St. Louis VA Regional Office (VARO) in Overland, Missouri . The position provides program, administrative, technical, analytical, and management support to the Chief and Assistant Chief as well as other staff members. The Support Services Division (SSD) has undergone a consolidation of services nationwide. This has resulted in an increase of FTE to the SSD as well as an increase in complexity, roles and responsibilities.
Duties
MAJOR DUTIES: The incumbent serves as a Management Analyst in the Support Services Division (SSD) of the VA Regional Office.
Assist and advise management on the effectiveness and efficiency of the Divisions programs and functions.
Develops, analyzes, evaluates, and improves the effectiveness of work methods and procedures, management controls, information, and documentation systems.
Analyzes management techniques, processes, and styles for improving organizational effectiveness.
Handles correspondence and is privy to sensitive employee and labor relations issues
Provides advice and prepares memos for management regarding labor management issues, master agreement discrepancies and managements position on such issues.
Gathers information, identifying and analyzing issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations.
Provides position management advice and recommendations to agency managers including providing advice on the distribution of workload among positions and organizations.
Formulates, presents, executes, and analyzes organizational budgets. Evaluates financial trends and determines compliance with agency guidance.
Analyzes management techniques, processes, and styles for improving organizational effectiveness.
Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives. Analyzes and prepares program status reports for review at all levels.
Provides advice and prepares memos for the SSDC regarding labor management issues, master agreement discrepancies and management's position on such issues. Keeps all records and timetables concerning Master Agreement matters for the SSD Managers.
Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and line or operating programs
.Maintains a Records Management Program for a multi-mission program consisting of related functions.
Develops, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures, organizations, manpower utilization, and distribution of work assignments.

Qualifications
Specialized Experience:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/10/2023.
Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-9 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Specialized Experience:
To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as:
Applying, analyzing, and interpreting laws, rules, regulations, standards, and policies,
Conducting thorough analyses of numerous functions and work processes,
Compiles resource data from multiple financial management reports and independently completes duties concerning budget execution. Tracking the allocation of funds and redistributing organizational funding as needed.
OR
Applicants may substitute education for the experience required to qualify at the GS-11 level: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR
Applicants may combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting you can use graduate level education you have earned beyond the second year). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11 level. For example, an applicant who has 54 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
