This position is located in one of the organizational elements of the Contracts and Strategic Sourcing (NSS) organization, Supply Chain Services (NS), Chief Administrative Office (N), Bonneville Power Administration (BPA).
This position will perform the full range of contract administration for preaward and postaward functions within a major spend category, organizational component, or in a geographical area associated with operating and maintaining a high-voltage electric utility industry.
Qualifications
BASIC REQUIREMENT
A. 4-year course of study leading to a bachelor's degree with a major in any field;
-OR
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance,
law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or
organization and management.
Exception: Employees in the GS-1102 positions will be considered to have met the standard for positions
they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will
be considered to meet the basic requirements for other GS-1102 positions up to and including those
classified as GS-12. This includes positions at other agencies and promotions up through graded 12.
However, employees must meet specialized experience requirements when seeking another position.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
GS-7 Specialized Experience (HR/SME): A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) in the Federal service.
Specialized experience for this position is defined as: 1) Reviewing requisition packages for adequacy, consistency, and compliance with administrative, regulatory, and procedural requirements; 2) providing information and assistance to others related to contracting work and prepares correspondence; and 3) assist in monitoring contract performance.
You may substitute education for specialized experience as follows:
- One year of graduate-level education in curriculum that is qualifying for the position to be filled. - or -
- Superior academic achievement (S.A.A.) gained in a bachelor degree curriculum that is qualifying for the position to be filled (based on class standing, grade-point average, or honor society membership). - or -
- Combination of education and experience as described above. Less than one year of specialized experience may be combined with completed graduate education.
GS-9 Specialized Experience (HR/SME): A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service.
Specialized experience for this position is defined as: 1) Executing formal advertising or negotiation techniques, involving standardized specifications and established markets to procure items such as service, materials, and equipment; 2) assisting contract performance; 3) participating in projects or assignments related to construction, commodities, and services.
You may substitute education for specialized experience as follows:
- Two years of progressively higher level graduate education leading to a master's degree, or master's, or equivalent graduate degree; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. - or -
- Combination of graduate education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first year of full-time study may be credited).

Education
- You must submit transcripts for proof of eligibility for the Recent Graduate program,
- Your transcripts must include your degree title and degree conferred date, or;
- If you are within 9 months of graduating you must submit your current transcripts and include your anticipated graduation date on your resume to determine your eligibility for the Recent Graduate program.
- If education may be substituted for experience, indicate this and include the general formula for education to experience conversion (e.g., a Bachelor's Degree qualifies at the GS-5 level).
- If education is required due to a positive education requirement, explain the requirements in detail (e.g., type of degree, subject area of coursework, certificates, etc.).
