This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a recognized technical authority in the specialty area and analysis and evaluation of related technologies, programs, and issues. Serves as the subject matter expert within the Pentagon on assigned special programs.
Duties
Advise the Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASAALT) leadership in the oversight, management and execution of assigned programs.
Perform other special assignments as assigned by the DASC Director, Assistant Deputy for Acquisition Systems Management (ADASM), Deputy Acquisition Systems Management (DASM).
Develop and refine the necessary products for assigned programs to include briefings, information papers, and emails, and briefs as required, to facilitate effective communication across stakeholders.
Present cost, schedule and performance risk associated with recommended courses of action and alternatives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One year trial/probationary period may be required.
- Selectee must be able to obtain and maintain a Top-Secret security clearance.
- This position requires submission of Financial Disclosure Statement, OGE 450, upon entering the position and annually thereafter.
- The duties of this position require occasional temporary duty (TDY) travel up to 15% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Certification within 5 years of entrance on duty.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug testing.

To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. This typically includes work performed at the next lower grade/level (NH-03/GS-13) position in the federal service.
Specialized Experience: One year of specialized experience which includes: (1) Conducting analysis of technologies and program issues to improve program processes; (2) Providing oversight related to cost, schedule, performance, or risk in support of an acquisition program; (3) Providing advice to senior level management; and (4) Subject Matter expert in the programming, budgeting and execution (PPBE) process on assigned programs.
