The position is located in the U.S. Department of Agriculture (USDA), Office of the Secretary (OSEC), Office of the Under Secretary for Food Safety. USDA's Under Secretary's office for Food Safety, oversees the development, implementation, and enforcement of all of food safety regulations, policies, and programs.

Duties

Performs a broad range of sensitive activities related to the day-to-day management, including working with the executive leadership, their directors, and other senior managers across all USDA mission areas. Translates goals of the Under Secretary into effective development and implementation of agency policies and programs. Evaluates policy recommendations presented by operating officials within the mission area, identifies policy options. Serves as a point of contact and spokesperson on complex policy and strategic matters, with responsibility to ensure proper and timely attention is devoted to high level, high priority, urgent, and controversial issues, problems, or situations. Represents the Under Secretary at various meetings and conferences with officials of the Department, other government agencies, foreign visitors, and private groups and individuals. Leads strategic initiatives to address operational challenges and opportunities. Manages the day-to-day operations of the Office of the Under Secretary, including strategic management of the Under Secretary’s staff and the Under Secretary’s time. Performs special studies and projects related to mission area programs and operations. Advises the Under Secretary of findings, identifies problems or issues requiring corrective action, and recommends appropriate changes. Directly supervises staff in the Office of the Under Secretary and provides both administrative and technical guidance in support of program requirements and goals.

  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: GS-15: One year of specialized experience, equivalent to the GS-14 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Chief of Staff. For this position, the specialized experience is experience developing organizational policies; managing an executive office's day to day operations; supervising a staff of subordinates; performing special studies on a program area to identify deficiencies and providing corrective action items to improve program effectiveness. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
