The Supervisory Medical Administration Specialist has full responsibility for organizing, planning, directing and controlling work related to processing applications for medical benefits, reception, determining eligibility, admitting, inpatient scheduling and processing commitments, transfer of patients, beneficiary travel, and public relations related to these programs.

Duties

Develops written operating procedures that defines standards for the work and schedules to guide employees in their work, provides training, assigns and coordinates the work, also establishes priorities, schedules and deadlines for routine and special work assignments and monitors the quality and quantity of work performed. Conducts processing time studies, internal audits, studies to meet accreditation/Joint Commission requirements, special purpose functional reviews and studies to identify ways to control or reduce costs, implements indicated changes and coordinate them with other services involved. Responsible for preparing replies to Congressional inquiries, and correspondence relating to inquiries from veterans, family members of veterans, service organizations, other VA hospitals, and private providers of medical and dental care where the inquiries relate to inpatient hospital Care functions. Responsible for ensuring that subordinate supervisors do realistic performance appraisals and must also see that appropriate disciplinary action is taken against employees when warranted; and that high-level performance/accomplishments by employees are appropriately recognized. Responsible for interpreting complex regulations and laws relating to eligibility for medical benefits and processing of applications and communicates these to subordinates as well as to members of the clinical staff. Responsible for determining budgetary, staffing, space, and other resource needs and for their allocation in support of inpatient hospital operations. Assists in the formulation and development of major administrative policies for all inpatient operations, and evaluates areas where policies and operations procedures are needed, or revisions are indicated. Responsible for the personnel administration of all employees assigned to the section including, but not limited to, leave approval and scheduling, performance appraisals, establishing performance standards and position descriptions, maintaining and improving employee morale and motivation and resolution of grievance and complaints. Applies effective management techniques designed to ensure maximum and efficient utilization of personnel, reductions in cost, elimination of waste and overlapping of services, planning for adequate clinical space, improvement of operation, and development of proposed policies in terms of a positive long-range impact of the program Work Schedule: Monday-Friday 7:30-4:00pm, subject to change based on the needs of the facility. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience using software applications to ensure appropriate and adequate entry of data and optimal use of the system Experience in complying with labor-management program requirements as set forth in negotiated agreement and Title VII of Civil Service Reform Act. Skilled in the use of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Experience with a range of administrative laws, policies, regulations, and precedents applicable to the Ambulatory Care and Processing Skilled in planning, organizing, and directing team study work and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial Service resources, require extensive changes in established procedures within the facility, or may conflict with the activity already being conducted. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M., if related (Transcripts required) OR, Combination of Specialized Experience and Education: Combination of specialized experience as described above and graduate education as described above which totals in excess of two years.[To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 36. Add the two percentages.
