Duties
The mission of the Treasury Inspector General for Tax Administration's (TIGTA) Office of Investigations (OI) is to protect the Internal Revenue Service from internal and external threats and corruption that could negatively impact the IRS' ability to administer the nation's tax laws. We detect and deter waste, fraud and abuse in IRS programs and operations and protect the IRS against internal misconduct and corruption as well as external attempts to corrupt or threaten its employees. We provide independent oversight to the Treasury Department on matters involving IRS activities & the IRS Office of Chief Counsel.
As a Statistician (Operations and Administration), you will serve as a senior authority in data management and analysis for OI's statistical and case management needs, to include current and future case management software, which provides the Treasury Inspector General for Tax Administration (TIGTA) the ability to manage and account for all complaints received, investigations initiated, and leads developed from Local Investigative Initiatives (LII), National Investigative Initiatives (NII), and ongoing investigations.
As a Statistician (Operations and Administration), you will:
Lead the application of analytic techniques, defines study objectives, and provides strategic direction where no clear precedence exists.
Provide advice and consultation on a variety of problems involving the theory or application of statistical methods; evaluate new statistical methods for broad and comprehensive projects; plan, direct, and coordinate a variety of specialized and complex statistical research projects.
Prepare data for analysis by merging and coordinating multiple data sources, constructing, and modifying variables appropriate to analyses, and carrying out internal consistency checks.
Qualifications

Specialized experience for the GS-13 is defined as one year of experience at the GS-12 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:
- Defining technical requirements for data sources and statistical analysis methods for operational and research projects; AND
- Working experience with relational database engine and data warehouse in cooperation with data engineers and analysts; AND
- Performing transact-queries and query statements; AND
- Conducting data analyses using statistical methods; AND
- Summarizing analytical findings in a clear, logical and concise manner
Education
Basic Requirements:
A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
