This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Independent Office of Policy, at the U.S. Agency for International Development (USAID).
Duties
Develop, conceive, plan, and implement policies and guidelines affecting broad, emerging, and/or critical agency priorities.
Plan, organize and carry out analytical studies involving the planning, development, and implementation of major agency policies and programs of national scope and impact.
Provide expert advice and guidance on government programs and policies which are of significant interest to the public and Congress.
Serve as one of the Bureau’s senior coordinators and one of the key officials in developing, formulating, presenting, negotiating on, and implementing Agency policies.
Serve as an Agency lead expert and Action Office in managing implementation of a program or policy of major global significance with extensive resources and high political visibility.
Establish and maintain effective working relationships with various high-level individuals including members of Congress and their staff, other legislative and executive agencies and distinguished members of the public.
Requirements

- Must be able to obtain and maintain a Secret security clearance.
- Males born after 12/31/1959 must be registered with the Selective Service.

Qualifications
Specialized Experience:
GS-14-You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes:
managing significant elements or phases of projects related to major organizational functions, performance, programs, or operations;
advising with high-ranking officials such as agency heads, top congressional staff officials, state government executives, legislative leaders, and executives of comparable private sector organizations; and
providing authoritative guidance in the resolution of complex problems or issues impacting major agency projects, and programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
