The primary purpose of this position is to Serve as a Senior Security Specialist for assigned Special Technical Operations (STO) or for assigned Special Access Programs (SAPs). In this capacity, provide the full range of security analysis and administration services required to ensure the integrity of assigned STO/SAP initiatives, "cradle to grave" throughout their life cycles.
Duties
1. Works closely and collaboratively with the technical and management teams for assigned STO/SAP initiatives to develop in-depth understanding of the objectives and scope of such projects.
2. In addition to establishing security programs, the incumbent provides "life cycle" security support, including revising security programs as required by the changing nature of these projects.
3. In collaboration with the J39 leadership team, makes substantive contributions to the development of enterprise level policy and procedural guidelines, including SOPs, for the classification and protection of classified national defense and other sensitive information originated or controlled by the Command.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the 13 grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: the ability to develop and implement cyberspace policies, procedures, standards, training, and/or methods used to identify and protect information, personnel, property, facilities, operations and /or material from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage or loss for operations in order to operate network and information systems as well as to protect, detect and/or mitigate information technology (IT) vulnerabilities; ability to select from among, interpret and apply Federal Government and regulations and directives governing the comprehensive security management of Special Technical Operations/Special Access Programs (STO/SAP); ability to lead and conduct security investigations, fact-finding interviews to elicit or clarify information, and to analyze/evaluate others' investigative reports to resolve apparently conflicting information or evidence; and ability to establish and maintain collaborative working relationships with managers and working-level team members, other security management and Intelligence Community personnel, including interpersonal effectiveness with executive management, peers, employees, visitors and contractors.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to develop and implement cyberspace policies, procedures, standards, training, and/or methods used to identify and protect information, personnel, property, facilities, operations and /or material from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage or loss for operations in order to operate network and information systems as well as to protect, detect and/or mitigate information technology (IT) vulnerabilities.
2. Ability to select from among, interpret and apply Federal Government and DoD regulations and directives governing the comprehensive security management of Special Technical Operations/Special Access Programs (STO/SAP).
3. Skill in using Federal Government and DoD security information systems and tools to obtain, input, cross-check and verify information pertinent to security management functions.
4. Ability to lead and conduct security investigations, fact-finding interviews to elicit or clarify information, and to analyze/evaluate others' investigative reports to resolve apparently conflicting information or evidence.
5. Ability to establish and maintain collaborative working relationships with managers and working-level team members, other security management and Intelligence Community personnel, including interpersonal effectiveness with executive management, peers, employees, visitors and contractors.
6. Ability to communicate orally and in writing, using tact and diplomacy to obtain and verify information key to making recommendations and decisions on security management issues.
CONDITIONS OF EMPLOYMENT CONTINUED:
1. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.
2. Department of Defense Security Fundamentals Professional Certification (SFPC), Security Asset Protection Professional Certification, conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification, The listed certification requirements may not be deleted or modified without the written approval
of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. "Emergency/Mission Essential Employees" per DoD 1400.25-M. Mission Essential/Emergency Employee(s)" Mission essential /emergency designated employees are defined for peacetime operations.
