The Program Analyst (Informatics/HIS) position is located in the Veterans Health Administration of the Department of Veterans Affairs. The work is health-oriented in nature and requires knowledge and skills gained from education, on-the-job training, developmental assignments, and/or experience in a health science or allied scientific field, such as Health Informatics.
Duties
Major duties include but not limited to:
Collaborates with stakeholders to interpret their needs and develop system resources that optimize efficiency.
Implements changes to improve compliance with standards with professional, community and /or regulatory standards.
Integrates clinical and information processes necessary to achieve successful adoption and application of new technologies.
Assess education needs to implement program or service practice changes.
Participates in educating employees on methods and means to make healthcare operations more efficient and effective.
Develops educational programs and instructional materials.
Collects, analyzes and provides feedback on effectiveness of training.
Tests/analyzes processes to ensure efficiency/effectiveness.
Participates in assessing data to identify, quantify and resolve organizational problems.
Conducts evaluations of clinical software needs and makes recommendations.
Participates in complex projects to apply the technologies in support of veterans' health care needs.
Participates in the the design, development, implementation, and analysis of applications to improve organizational performance.
Uses databases and registries, formulates tools to support patient care.
Analyzes data to assess treatment impacts and provides findings and recommendations for a variant of uses.
Work Schedule: Monday-Friday 8:00am-4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for Ad-hoc telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: Carefully read the following descriptions of the required specialized experience for the position. Your resume must support your response. Applicants must have one (1) full year of specialized experience related to this position. This experience must have been equivalent to at least the GS-07 grade level in the Federal Service.
Specialized Experience: Examples of specialized experience would typically include, but are not limited to:
Skill in applying a wide range of established practices, theories, and emerging information in health care delivery, informatics and applications
Broad knowledge of VHA operations, national databases (including the Vista architecture and file structure), analytical techniques and clinical applications development techniques
Practical experience of automation and software systems and options that affect clinical practice, and basic knowledge of technologies that are likely to benefit healthcare delivery processes
Knowledge of the data life cycle including data design, collection, and management
Skill in communicating both orally and writing with a variety of end users in structured and unstructured settings.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent doctoral degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
