Duties

Serves as a Troop Support Program Manager for one or more of the nine Combatant Commands and/or one or more of the four executive agency supply/logistics programs. Manages, coordinates and directs the execution of strategic logistics planning and future operations planning efforts for designated Combatant Commands (CCMDs). Supports CCMD Planning Guidance. Promotes joint review of Troop Support operational planning processes and programs. Organizes the incorporation of Troop Support logistics capabilities into assessments. Directs, integrates, and plans for common or joint activities for the four separate Supply Chains at DLA Troop Support. Serves as primary Troop Support focal point for overarching Executive Agent or CCMD plans, policies, and programs which cross Troop Support supply chains. Prepares operational support plans for supported CCMD and other government agencies using the Joint Planning Process {JPP). Serves as the Troop Support command representative for program administration, including the associated liaison with DLA HQ.

  • You will be a Mission Essential employee. This requires you to work during an emergency to ensure continuation of essential functions. You may be required to work at the designated duty location, a telework site, or an alternate location/facility.
  • This is an obligated position and occupancy is subject to the return of former incumbent. If former incumbent fails to return to the position, occupancy may become permanent.

Qualifications

To qualify for a Logistics Program Specialist, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Directs, coordinates, and analyzes program's support of end-to-end supply chain management. Develops and tracks metrics to ensure initiatives are developed in a timely, effective, and efficient manner. Coordinates actions for class I, 11, IV and VII supply chain offices. Conducts research toward development of standard operating procedures for supply chain operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
