About the Position: Serves as single POC to assigned allies and partners for all aspects of Army Security Cooperation (SC) to ensure on-time and comprehensive delivery of cooperation and capabilities to partner nations.
This is a pay banded position. The NH-04 encompasses grades 14 and 15 on the General Schedule.
Duties
Schedules and conducts staff assistance visits and reviews with allied and friendly nations as required.
Promotes and represents the Army position on weapons systems acquisition and methods to improve initiatives and leads participation in special studies and exercises.
Coordinates the scheduling and conduct of Security Cooperation Forums and other key cooperative meetings for countries in assigned region and ensures the topics to be discussed are based on the current and projected initiatives with the country.
Provides expertise on the review and preparation of assigned country trip books for senior United States government officials.
Serves as the subject matter expert to brief senior officials on international cooperative programs, information about the country, and anticipated issues.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A one-year probationary period may be required.
- Incumbent must be able to obtain and maintain a Top Secret security clearance.
- This position requires Temporary Duty (TDY) travel up to 30% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Certification within 5 years of entrance on duty.

To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. This typically includes work performed at the next lower grade/level (NH-03/GS-13) position in the federal service.
Specialized Experience: One year of specialized experience equivalent to the GS-13 (NH-03) level in the Federal service which includes: 1) Serving as a Point of Contact to partners in relation to Army Security Cooperation; 2) Ensuring partner relationships with assigned countries are in line with Army regulations; and 3) Participating in occasional travel as needed to support partner engagements.
