This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position serves as the subject matter expert within the Pentagon on assigned special programs and provides expert analysis and informative recommendations to senior leaders in their decision making.

Presents cost, schedule and performance risk associated with recommended courses of action and alternative solutions.
Incumbent is a recognized acquisition authority with technical knowledge of the specialty area assigned.
Conducts analysis and evaluation of related technologies, programs, and issues.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A one-year probationary period may be required.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Pre-employment and random drug testing is required.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Certification within 5 years of entrance on duty.
- Incumbent must be able to obtain and maintain a Top-Secret clearance (Sensitive Compartmented Information).
- Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI) required as needed.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. This typically includes work performed at the next lower grade/level (NH-03/GS-13) position in the federal service.
Specialized Experience: One year of specialized experience which includes (1) Planning, evaluating, and conducting analysis of technologies of the Joint Capabilities Integration and Development System (JCIDS) to improve program processes; (2) Supporting planning, programming, budgeting and execution (PPBES) of systems; (3) Applying oral and writing communication to defend and justify portfolios; AND (4) Providing oversight related to cost, schedule, performance, and risk in support of an acquisition program.
