The purpose of this position is to provide policy advisory services and technical guidance to DOJ component human resources offices on a variety of recruitment and placement issues.

The duties and responsibilities of a Human Resources Specialist (Recruitment and Placement) generally include, but are not limited to, the following:
Provides management consultative service and advice on a variety of recruitment and placement policies and functions.
Assists in planning, analyzing, evaluating, and coordinating Department recruitment and placement program activities to support component staff in carrying out delegated HR authority and responsibilities such as reviewing Presidential Management Fellows (PMF) and similar packages from components for completeness and accuracy along with other human resources programs.
Analyzes precedent setting U.S. Office of Personnel Management (OPM) decisions affecting program operations and assists in keeping JMD-HR staff informed of results and trends.
Researches applicable regulations, agreements, laws, and/or prevailing practices to arrive at and deliver sound technical recommendations.
Collects data, analyzes information, and makes recommendations on improvements to Department recruitment and placement policies, practices, and procedures.
Develops training materials on the availability and use of a full range of recruitment flexibilities such as veteran's authorities, direct hire, and Department specific authorities.
Requirements
- You must be a United States Citizen or National.
- You will be required to complete a pre-employment security investigation and background check which includes a drug screening.
- You may be required to complete a one-year probationary or two-year trial period.
- Selective Service registration is required for males born on, or after, December 31, 1959. Those not registered should have an approved exemption on file.

Qualifications
To qualify for the position of Human Resources Specialist (Recruitment and Placement) at (GS-0201-13), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to.
If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level (GS-12), to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information).
Specialized Experience: For the GS-13, you must have one year of specialized experience at the GS-12 grade level or equivalent pay band in the Federal Service. Specialized experience is defined as: 1) Performing policy or operations work in either staffing or recruitment and placement.
