The employee is an organizational psychologist, who is recognized as an expert in the development, implementation, application, and evaluation of systems in the areas of talent acquisition, strategic human resources management, workplace assessment, and organizational development.
Duties
Keep abreast on new assessment tools that can be used within the department.
Provide current and emerging assessment options and models.
Identifies steps and variables to consider when developing as assessment strategy.
Develops and validates effective competency models and competency-based assessments for recruitment, selection and promotion and career development.
Utilize assessment tools to gather information about applicants/employees for employment or career-related qualifications and interests.
Utilize assessment to measure aptitudes, interests, abilities, and achievements levels as revealed by objective test to evaluate candidates.
Reviews the technical adequacy of evaluation procedures, such as structure interview, assessment techniques, training, and leadership development practices and recommends enhancements.

Basic Requirements for this position Individual Occupational Requirement:
A. Education Bachelor's Degree: major or equivalent in psychology. Professional and Scientific Positions Basic Requirement: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in psychology or specific course requirements in psychology.
AND
To qualify for GS-14, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: (1) Designing organizational competency assessments, developing plans, strategies, indices, frameworks and analytical toolkits to enhance organizational objectives;(2)Developing human capital management plans, tools and strategies; (3)Constructing and evaluating customized assessment tools, workforce indicators and/or applicable core metrics;(4)Developing, managing, coordinating, monitoring, evaluating projects;(5)Expressing information to multiple audiences through clear, oral and written communication (reports, guides, presentations, briefings, white papers, toolkits, trainings); (6)Applying personnel psychology to the design, methodology and analysis of studies and the interpretation of results.
