This position serves as an International Trade Specialist for FAS, providing technical expertise in one or more of FAS's areas of responsibility to include market development, trade policy and negotiations, collection and analysis of statistics and market information, administration of export credit guarantee and food aid programs, and provision of linkages to global resources and international organizations for U.S. agriculture to enhance competitiveness.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Working independently or as a member of a team, performs research, analysis, and associated functions which contribute to the accomplishment of the agency mission to expand and maintain international market opportunities for U. S. agriculture. Assists in the development and implementation of project strategies. Analyzes key trade and competitiveness issues. Analyzes and interprets international trade data and legal issues as applied to financial, political, economic, and scientific issues to include biotechnology, and business parameters of international agricultural trade. Participates with negotiating teams representing the FAS and participates on major projects which are central to the agency mission. Contributes to a variety of projects and reports and/or provides input for a portion of a project being developed by other specialists. Conducts assessments and develops interpretation of international trade issues, conditions, or events in support of decision-making, policy formulation, or program development by FAS and USDA.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-05 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Performing analysis of trade and marketing data and information Coordinating program details, maintaining checklists, and notifying supervisors when issues arise; AND/OR Other similar experience in international trade, marketing or agricultural business. Or 1 year of graduate level coursework in marketing, business administration, political science, public administration, history, business or commercial law, economics, finance, international trade, or international relations or related. OR Superior Academic Achievement: To qualify based on superior academic achievement, you must have completed the requirements for a bachelor's degree from an accredited institution in marketing, business administration, political science, public administration, history, business or commercial law, economics, finance, international trade, or international relations AND must meet certain GPA requirements. Superior Academic Achievement. (S.A.A.) applicants MUST provide a transcript in order to be considered under S.A.A. FOR THE GS-9 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-7 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Knowledge of basic principles of agricultural or international trade, marketing, or capacity building; Ability to research and collect of data to report on international trade and/or agricultural markets and programs; Analysis of trade, marketing, or capacity building data and information; And Ability to monitor a wide range of information sources and identify significant developments that may affect agricultural trade. OR A Master's degree or equivalent graduate degree in international relations, international economics, international business, international trade, business administration or related degrees or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related.
