The Budget Technician serves within the Financial Management Service (FMS), Fiscal Service, at the VA Medical Center, VISN 20, Veterans' Health Administration, Department of Veterans Affairs, White City, OR. The Budget Technician is responsible for assisting the Budget Analyst in the monitoring and evaluation of the financial programs.
Duties

Duties include, but are limited to following:
Maintains control points within the Financial Management Systems (FMS), and Integrated Funds Distribution, Control Point Activity, Integrated Funds Control, Account and Procurement (IFCAP) System.
Monitors fund control points daily to identify those out-of-balances between IFCAP and FMS and takes corrective action.
Contacts Funds Control Points (FCP) clerks and officials to resolve discrepancies between IFCAP and FMS.
Reviews prior quarter FCP balances and runs carry forward option as necessary.
Participates in the budget formulation process by compiling, consolidating, checking, and arranging funding data in requests to cover projected annual operating expenses.
Reconciles manual records of ceilings with the FMS Status of Allowance and the Automated Allocation and Control System (AACS) monthly.
Audits fund control point records, providing suggestions and guidance to control point clerks and officials and assisting them in reconciling accounts as needed.
Accumulates budgetary information necessary to generate recurring or non-recurring reports required from the Budget function.
Assists the Budget staff in the training of control point users in the facility.
Resolves problems in the maintenance of control points, auditing transactions, and assisting in the correction of errors.
Performs other related duties as assigned.
Work Schedule: Monday - Friday; 8:00am - 4:30pm

Qualifications
SPECIALIZED EXPERIENCE GS-7: Having one (1) year of specialized experience which equipped you with the knowledge, skill, and abilities to perform the duties of the position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-6 grade level in the Federal Service. Examples of qualifying specialized experience includes having working knowledge of appropriations, funds, programs, and control points; comprehension of laws, regulations, directives, policies procedures, and guidelines relating the financial programs; ability to maintain control accounts and subsidiary accounts and process accounting transactions for a wide variety of functions such as, (i.e., obligations, accrued expenditures, disbursements, collections, expenditure vouchers, cost transfers, rejected transactions, and other accounts) in connection with the budgetary general ledger; applying arithmetical concepts (e.g., addition, subtraction, multiplication, division, and percentages) are used to verify figures in requests for allotments, ascertain that fund are available, and adjust account balances to reflect the obligation, expenditure, receipt, and transfer of funds; and ability to keep records in an electronic databases such as EXCEL or ACCESS so that charts graphs and projected expenditures can be developed and modeled from the information stored in the data base.
