This budget position is in the Financial Management Section and reports to the Supervisory Budget Analyst. The incumbent serves as Budget Technician in the Budget Section, Financial Management Service (FMS), and is responsible for assisting the Budget Analyst in the monitoring and evaluation of the financial programs.
Duties
Major Duties:
Provide accurate financial accounting
Ensure that all applicable fiscal rules and regulations
Timely follow-up of unpaid/unbilled obligations
Monitors sharing agreements, contracts, and other agreements made with non-VA providers and commercial vendors
Ensure payment of invoices are timely and correct in order
Knowledge and report on the status of funds
Prepare requests for additional resources or report surpluses as soon as a situation or trend is identified
Compile information in varying formats that identify and track workload
Assist the Budget Analyst by maintaining historical data concerning workloads and obligations, and relating past to present funding requirements
Review control point activity for appropriateness and correct accounting information
Generate recurring or non-recurring reports required from the budget function
Serves as a source of immediate reference data
Work Schedule: Monday - Friday, 8:00 am - 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 10/04/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: maintain account transactions for obligations, accrued expenditures, disbursements, collections, vouchers, cost transfers, rejected transactions, and other accounts in connection with the budgetary ledger; establish and change fund control points within the Financial Management System (FMS); track budget items; move funds among control points to reflect adjustments and ceiling increases; record each transaction; audit fund control point records; provide suggestions and guidance to control point clerks and officials and assist them with account reconciliation. Note: Experience must be fully documented on your resume and must include job title, duties, month & year starting and year ending dates AND hours worked per week.

Physical Requirements: The work is primarily sedentary with some light exertion related to walking to and from meetings and lifting moderately heavy objects such as financial reports.
