The primary purpose of this position, EMERGENCY MANAGEMENT SPECIALIST, GS-0089-11, is to develop, review, coordinate and execute the installation's Emergency Management (EM) program plan in support of DOD, Joint Service, Air Force, MAJCOM, and Numbered Air Force, federal, state, and county plans in the area(s) of Prevention, Protection, Mitigation, Response, and Recovery.

Duties

-Develop, coordinate, obtain approval, and publish plans and procedures for implementation of installation policies and instructions relating to Emergency Management (EM). -Conduct installation Emergency Management (EM) assessment, and interpret and analyze assessment results. -Conduct initial and recurring training for functional areas of Emergency Management (EM). -Provide guidance on mitigation, preparedness, response, and recovery.

  • May be required to be certified on and wear emergency protective equipment IAW DOD guidance.
  • May be required to work outside normal duty hours.
  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
  • SECURITY CLEARANCE: INCUMBENT MUST BE ABLE TO OBTAIN AND MAINTAIN AN SECRET LEVEL SECURITY CLEARANCE AS A CONDITION OF EMPLOYMENT.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. ONLY EXPERIENCE OBTAINED BY THE CLOSING DATE OF THIS ANNOUNCEMENT WILL BE CONSIDERED SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Specialized experience is described as developing, managing and executing an Emergency Management (EM) program; ensuring effective prevention, protection, mitigation, response, and recovery operations to allow continued mission capability; and evaluates Emergency Management (EM) program to ensure compliance with established guidance. OR EDUCATION: Applicants must have successfully completed a Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree or LL.M., if related from an accredited college or university.NOTE: YOU MUST SUBMIT COPIES OF YOUR UNOFFICIAL TRANSCRIPTS WITH YOUR APPLICATION IF USING EDUCATION AS A SUBSTITUTION OF EXPERIENCE. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed post-high school education and specialized experience may be used to meet total experience requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of wide range of health, safety, security directives, and environmental requirements as outlined in applicable safety standards, regulations, and/or technical orders; National Disaster Recovery Framework (NDRF) plan organization, chain of command/lines of authority, and installation response roles and responsibilities; and natural disaster response procedures, training techniques, and use of specialized Emergency Management (EM) and Chemical Biological Radiological Nuclear (CBRN) equipment. 2. Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate planning efforts and manage program activities. 3. Knowledge of Emergency Management (EM), Chemical Biological Radiological Nuclear (CBRN), and hazardous materials to develop, coordinate, and execute response plans and operations. 4. Skill in analyzing situations and taking appropriate emergency action. 5. Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations. ADDITIONAL INFORMATION: *Must possess or obtain (and maintain), within six (6) months of appointment to position, hazardous materials level training certifications through International Fire Service Accreditation Congress (IFSAC) or Pro Board Fire Service Professional Qualifications System Awareness, Operations, and Technician to perform containment, control, detection, and identification. Proficiency in these requirements is essential to maintaining this position. *This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. *This position has been designated as Key. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve.") *PHYSICAL EFFORT: The work requires frequent inspections of installation shops, hangars, storage facilities, offices and barracks, necessitating extended periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities. The work may require specific, but common, physical characteristics and abilities such as above-average agility and dexterity. Must be able to wear respiratory mask and protective clothing in hot/cold climates for extended periods of time. Must be able to lift and carry 40 pounds. A PRE-EMPLOYMENT PHYSICAL IS REQUIRED. *WORKING CONDITIONS: Work is routinely performed in an office environment that is adequately lighted and climate controlled. Frequently, incumbent may work in unsheltered outdoor environments during inclement weather or storage or other industrial areas with high noise levels and involve moderate risks or discomforts. Safety equipment may be worn including (but not limited to) safety toe shoes, gloves, and protective eyewear. Safety wear will be provided by flight. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
