The primary purpose of this position is to serve as a primary member to manage the installation's Readiness and Emergency Management Program.
Duties
1. Serves as a member of the Installation's EM program. Provides for all EM planning. Develops, coordinates all Installation Emergency Management Plans with state, local, and national response authorities used during local and national emergencies.
2.Serves as one of the senior level Emergency Management representatives and consultants to the installation commander. Primary focal point for Installation Threat working Group chaired by MSG Commander and Installation Readiness Board.
3. Serves as senior level EM Readiness Program Manager. Responsible for the development of operational plans and procedures for implementation of installation policies and instructions relating to Full Spectrum Threat Response (FSTR).
4. Responsible for and oversees implementing emergency management training and Staff Assistance Visit (SAV) programs

- A security clearance of Secret is required.
- Mobility Augmentee Duties. Must be available to support Mobility or Readiness Center (RC) operations in an exercise or contingency situation. Irregular shift/overtime may be required.
- May be required to travel by military or commercial aircraft in the performance of temporary duty.
- Position is designated as key IAW AFI 36-507. Duties of position are essential to accomplishment of wartime/contingency operations.
- Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
Qualifications
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade, GS-11, or equivalent in other pay systems. Examples of specialized experience includes emergency response principles, practices, procedures and regulations applicable to health, safety, security directives, and environmental requirements; research and determine procedures for collection, analysis, and evaluation of data pertinent to emergency management plans during major disasters or emergencies; emergency evaluation, destruction, and casualty reporting; personnel alerting systems.
Due to the use of 120 day rosters this experience may be earned during that period.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 90 day rosters, applicants within 90 days of completion of the TIG requirement are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
l. Knowledge of EM function to manage complex projects, as well as knowledge of safety and security regulations, practices, and procedures.
2. Knowledge of Federal Response Plan organization, lines of authority, and installation response roles and responsibilities.
3. Knowledge of natural disaster response procedures, training techniques, and use of special equipment.
4. Knowledge of standard storage methods and hazardous material classifications.
5. Skill in planning, organizing, directing, operating and evaluating EM, CWD, HAZMAT' SAV' FSTR' and JPM and programs.
6. Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations
7. Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate planning efforts and manage program activities.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
