The Phoenix VA Health Care System is recruiting for one (1) Administrative Officer (Clinical Informatics), in the Clinical Informatics Service. The Administrative Officer provides technical and administrative support to the service. This position coordinates administrative Clinical Informatics activities, as well as activities for the Service Chief, in coordination of the daily operations with the Phoenix VA Health Care System.
Duties
The Administrative Officer's primary responsibility is to provide accurate and reliable advice on a wide range of administrative functions as these apply to the service. The duties include matters related to administrative management, program development, planning and oversight. The major duties and responsibilities include but are not limited to:
Consolidates, and submits budget estimates and justifications for all service programs.
Prepares the annual budget briefing along with the required Annual and Quarterly Reports.
Initiates and prepares contracts to secure adequate resources to facilitate operations to include determining appropriate costs.
Manages calendars as needed, manages schedule coordination, department and onboarding of new staff and residents, Work without Compensation (WOC)s, students, and fellows.
Maintains the service's revenues and spending in balance through advice on budget and financial management.
Reviews service needs, plans, and goals to develop budget data and justification for approval.
Conducts Clinical Informatics staff meetings to update, education, and train staff on upcoming and new initiatives that are relevant to health delivery and operations.
Provides oversight to department managers on annual leave procedures to maintain coverage and effectiveness of the service.
Maintains liaison with professional and administrative personnel in all services of the medical center, appropriate personnel in the VISN, VACO, other VA Medical Centers, and community agencies, including the University of Arizona School of Medicine.
Provides accurate and reliable advice on a wide range of administrative functions as these apply to the service.
Serves as the point of contact for the clinical analytics fellowship program, and Work without Compensation (WOC) appointees and executes the day-to-day administrative operations of the department.
Serves as the Contracting Officer's Representative for the Clinical Informatics service covering multiple areas and provides assistance to Contracting Representatives regarding contracts and agreements.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Maintains budget records; Manages schedules and calendars for the service; Performs administrative functions for the service. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a masters or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. This education is directly related to the position to be filled. (Transcripts required). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond only graduate education beyond the first year is creditable. (Transcripts required).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some physical effort may be required. The position requires the ability to prolonged computer usage, keyboard usage and typing/data entry, as well as likely extensive sedentary work at a computer workstation, or being seated during the workday. Additionally, moving throughout the facility is necessary to deliver office supplies and inventory department equipment.
Work Environment: The work involves moderate risk to potentially hazardous situations with exposure to environmental stress that requires a range of safety and other precautions to include interior work areas, and artificial lighting without window exposure, exposure to cleaning chemicals (inventory/training), working around general office equipment.
