This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need. This announcement will close at 11:59 p.m. Eastern Time on the date the first 200 applications are received or 10/16/2023, whichever comes first.

Duties

Serves as Chief of Staff to one of the following CHIPS R&D programs: National Advanced Packaging Manufacturing Program (NAPMP), National Semiconductor Technology Center (NSTC) Program, Integration & Policy Office or Semiconductor Manufacturing Coordination Office. The Chief of Staff will be responsible for planning, developing, executing and managing all administrative and operational activities to determine and prioritize programmatic strategies. As part of this work, the Chief of Staff will act as a senior advisor to CHIPS R&D Director and provides expert guidance and advice. The Chief of Staff will also independently develop policies and procedures and provide recommendations to the CHIPS R&D Director. Specific duties will include two or more of the following: - Determining key performance indicators to measure programmatic success. - Facilitating top-level decision making & improved internal and external communications. - Leading coordination and representation of relevant internal stakeholders efforts with other Federal government agencies and impacts interagency coordination, strategy, and policy outcomes. - Responsible for coordinating and targeting communications to internal stakeholders both internal and external to NIST. Coordinates messaging of relevant department efforts targeting positive interagency relationships and policy outcomes.

Qualifications

Applicants must have one year of specialized experience equivalent to at least the GS-14 level (ZA-IV at NIST) in the federal service. Specialized experience is defined as experience serving as an expert on a full range of complex policy issues related to administrative and operational activities to include the following: Experience in managing policy development and coordination process Experience with broad technology policy issues, such as those related to the semiconductor industry, environment impacts, national security, international engagements, and research and development Leading or overseeing teams in a multi-stakeholder organization Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
