This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need.

Duties
Serves as Advisor to one of the following CHIPS R&D programs: National Advanced Packaging Manufacturing Program (NAPMP), National Semiconductor Technology Center (NSTC) Program, Integration & Policy Office or Semiconductor Manufacturing Coordination Office.
Individual collaborates with CHIPS R&D office staff to provide support for policy and program development, implementation, and evaluation. Support activities that facilitate top-level decision making & improved internal communications. Individual is responsible for developing, coordinating, and executing short- and long-term plans of action to achieve the goals of the organization. Individual works closely with management to develop plans, build relationships, and identify potential issues. Works closely with other Policy staff, legal counsel and other CHIPS program offices, other agencies, and parties to transactions, to ensure timely progression of cases. Responsible for monitoring and reporting on project status, ensuring compliance with regulations, and responding to inquiries in a timely manner.

Qualifications
Applicants must have one year of specialized experience equivalent to at least the GS-11 level (ZA-II at NIST) in the federal service. Specialized experience is defined as experience in two or more of the following:
Experience communicating results of research and analysis related to policy initiatives to senior decision makers.
Drafts policies and procedures and provides recommendations to senior leaders.
Experience in applying program & policy evaluation to strategic planning and communication strategies.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
