This position is part of the Interior Business Center (IBC), Financial Management Directorate (FMD), IBC FMD Accounting Operations Division. The incumbent will be responsible for providing professional accounting services to the bureau.
Duties
Monitor various controls and reconciliations to ensure adequate controls over cash, reimbursables, trust funds, appropriations, accounts receivable, unliquidated obligations, accounts payable, advances, and property.
Provide oversight and support to the preparation, review, analysis, and consolidation of customer and agency accounting and financial reports according to applicable Treasury and OMB guidance.
Oversee the daily input of source documents to include journal vouchers, into the automated accounting system.
Review transactions as necessary to assess adequate supporting documentation, appropriate general ledger impact of transactions, and ensure that transactions meet necessary standards for audit scrutiny.
Serve as a liaison with Auditors performing financial statement and internal control audits.
Assist Accountants with training and day-to-day problems with processing financial reports, accounting transactions, or reconciling reports.
Write, update, and maintain user guides, training materials, and accounting procedures.
Qualifications
All applicants for this position must possess one of the following basic requirements:
A. Bachelor's Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor." OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full- performance level (i.e. GS-12) in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

At the GS-12 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes experience applying generally accepted accounting principles, standards and applicable laws/regulations to resolve complex accounting discrepancies; researching billable exceptions to assure compliance with applicable laws, rules, regulations and policies; and reviewing and evaluating financial systems for effectiveness of internal controls and integrity of the organization's financial information.
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. Examples of such experience include: preparation and review of Federal periodic financial statements and reports; formulating a variety of financial reports; recommending policies and procedures relevant to the accounting system; devising accounting structures and procedures to meet regulatory and legal requirements; reconciling cash, accounts receivable, accounts payable, and other general ledger accounts; correcting differences between subsidiary ledger balances and the control account balances in the general ledger; providing accounting information and guidance to program officials; and independently solving complex finance and accounting problems. Knowledge and experience with the use of Financial and Business Management System (FBMS) and Oracle is highly desirable.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
