Serves as Workforce Development Program Specialist for the District. Responsible for overseeing and implementing the District's Workforce Development Program. Overseeing employee development initiatives and assistance in assessment, design, and implementation of district-wide employee development planning needs for five years and beyond. Program direction is established by Commanders guidance, Quality Management Plan, Affirmative Employment Plan, District, Division and USACE policies.
Duties
Oversees the District's Mission Essential Task List (METL) and 5-year Individual Development Program (IDP) implementation
Prepares and publishes training directives, regulations, policy letters, annual training guidance, and internal operating procedures, in accordance with USACE policy.
Provides advice to management on training and development matters such as procedures for assessment of training needs, impact of mission changes or reorganizations.
Coordinates PROSPECT training requirements with the Professional Development Support Center (PDSC) in Huntsville.
Inputs training requirements into automated training systems TMIS for TSD, P3M, and G/A.
Recommend changes to long-range plans and assesses impact on requirements.
Coordinates the District's Leadership Development Program
Coordinates district professional development program to include pre-license training, payment of professional registration, etc, fees and formulation of Professional Development Hours (PDH) programs.
Formulates and coordinates the District Mentoring Program.
Serves as a Victim Representative (Sexual Harassment/Assault Response and Prevention (SHARP), providing assistance and liaison to victims of sexual assault and sexual harassment.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Requires successful completion of an 80 hour Sharp training course within 3-6 months, depending on course availability.

Specialized Experience: GS-11I have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: analyzing training needs; developing training plans; using assessment tools to determine if training objectives were achieved; serves on various employee development committees within and outside the District; input training requirements into automated training systems; coordinate local training programs; make arrangements for the availability of training facilities; prepare training directives.orI have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.
