This position is located in the Eurasia Division, Office of Analysis for Russia and Eurasia, Bureau of Intelligence and Research (INR/REA/ED). The Division is responsible for the program of review and analysis of classified, unclassified, and open source materials concerning all aspects of the internal and foreign policies of Ukraine, Belarus, Moldova, Georgia, Armenia, Azerbaijan, Kyrgyzstan, Uzbekistan, Kazakhstan, Turkmenistan and Tajikistan.

Duties

Serves as a recognized expert responsible for providing all-source intelligence analysis on the Central Asia region and its five states, including leadership, political and economic developments, and foreign and national security policy. Represents the Department in interagency meetings, provides guidance to Department policymakers, briefs key stakeholders in the U.S. Congress, and serves as an expert in various intergovernmental and non-governmental fora. Advises on and performs research and other professional work in support of the formulation and direction of U.S. foreign policy and bearing on U.S. relations with foreign governments and international organizations. Evaluates information and initiates research bearing on the implementation of existing and proposed policies.

  • Must be able to obtain and maintain a Top Secret security clearance.
  • Obtain/maintain eligibility to access Sensitive Compartmented Information

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience with theories and principles of political science, international relations, economics, history, geography, or other related disciplines applied in analyzing and evaluating factors involved in the administration of US foreign policy programs. Experience with social science methods and techniques to produce policy relevant assessments that involve the research and analysis of information derived from a variety of sources. Experience with US foreign affairs information sources, processes, and organizations in order to apply the full range of available information resources and capabilities in supporting the needs of the Department. Experience providing advice, guidance, and consultation to senior officials with regard to the interpretation and application of intelligence analyses. There is no substitute of education for specialized experience for the GS-14 position.
