About the Position: Serves as a working leader of three or more employees in accomplishing trades and labor work with the Arlington National Cemetery, located in Arlington, VA.
Duties
Pass on instructions received from supervisor to other workers, demonstrating proper work methods and begins work.
Check work throughout various stages of completion for compliance with supervisor's instructions; ensuring employees adhere to appropriate sequence, procedures, methods, and deadlines.
Answer worker’s questions regarding procedures, policies, written instructions, and other directives such as technical orders.
Use equipment with front-end loader to maneuver in a specific spot to transfer dirt to dump truck or front dumper.
Manipulate controls and controls equipment in such a manner as to maintain straight lines and uniform depth and width.
Back fill grave sites using 2.56-ton to 5.56-ton front dumpers.
Close grave sites using front dumper, shovel, and power tamper; levels grave sites and replaces floral items on graves; and removes excess soil from graves by loading in truck, trailer, or front dumper.
Assist supervisor in the preparation of administrative paperwork requirements involving labor and equipment utilization.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- May be required to transport others in and around the cemetery.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.
- Must possess and maintain a valid stateside driver's license.

Minimum Qualifications (Screen Out Element): Ability to do the work of an ENGINEERING EQUIPMENT OPERATOR LEADER (CEMETERY CARETAKER) without more than normal supervision: disseminating work to crews to ensure even distribution; working alongside other employees to set the pace of work; operating various engineering and heavy mobile equipment to include 2.5 ton to 5.56 ton front dumpers, back-hoes, excavators and front-end loaders; and performing duties to include backfilling, and hauling dirt and equipment to various worksites. Failure to meet this Screen Out Element will result in an ineligible rating.

Physical Efforts- Heavy effort is exerted by the operator in constantly reaching, bending, turning, and moving hands, arms, feet and legs to handle the different controls in operating attachments and equipment. The operator is frequently required to work in awkward and/or strained positions.The incumbent often lifts heavy objects weighing up to 50 pounds while loading and unloading cargo, and movement of headstones. Heavy physical effort is used by the incumbent inconstantly reaching, bending, turning, and moving hands, arms, feet and legs to operate heavy duty tampers. Considerable strain can be caused by the constant vibration, jerking, and jolting of the tampers in setting headstones and tamping graves.
Working Conditions- Work is performed outside in all types of weather on hills, slopes, grade, and rolling surfaces.The operator is exposed to injury due to equipment turning over, noise, dirt, vibration, and fumes from the motor and exhaust.
