The incumbent will serve as the Management & Program Assistant (Analysis/OA) for the Orlando VA Healthcare System, Lake Nona Campus assigned to the Ambulatory Care in Orlando, FL.
Duties
This position functions as a Management and Program Assistant (Analysis/OA) within the Orlando VA Healthcare System, Ambulatory Care. The incumbent is responsible to perform administrative functions that include human resources, budget, finance, space planning, property management, supply, and general administration management. Duties and responsibilities include but, are not limited to:
Develop, perform, and monitor administrative management requirements for Ambulatory Care supporting the many subdivisions and functions of an organization with evolving as well as established administrative requirements.
Apply administrative policies, maintains various systems.
Provide advice and guidance to managers and employees on questions and situations related to the administrative services provided.
Assist in the development of administrative policies and directives using the knowledge of the established requirements and the stated purposes of the organization.
Review information and applies standard analytical techniques.
Prepare a variety of materials including letters, memorandums, education requests, key requests, space requests, etc.
Screen incoming correspondence, publications, regulations, etc. and determines which items can be acted on and takes appropriate action.
Route mail based upon the subject of the correspondence, knowledge of the functions of the individuals, and availability of staff to respond.
Coordinate the administrative aspects of office moves, office construction, and other facility improvements including furniture, equipment, telephones, and short-term storage.
Work with other offices to arrange and coordinate such activities.
Conduct periodic surveys of equipment and property use, recommending action to ensure economical and efficient use of equipment and other property.
Perform work in support of general management and/or program analysis functions in support of the operations of the services subordinate to the Chief.
Initiate and populate reports for Chief, implements a variety of monitoring/reporting tools in computer for each unit within the service and trains employees how to utilize them.
Assist in providing guidance on aspects of tasks to support the development and administration of quality and productivity programs for the organization.
Participate in developing short and long-range goals and in providing guidance for the organization's quality assurance plan.
Facilitate process improvement teams.
Work Schedule: Monday - Friday, 08:00 AM - 04:30 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-06.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: drafting correspondence, recommendations, reports, policies and memoranda related to management and administrative programs and issues, determines pertinent issues and collects relevant information from a variety of sources, prepares necessary documents for the accession and de-accession of property, assists in analyzing program, budgetary, and fiscal data, prepares and assemble charts, data, reports, and narrative and statistical materials provided for on-going organizational planning, and prepares flowcharts, organizational charts, graphs, and narrative information to assist the executive team in the management of the services to ensure efficiency and productivity criteria is being met.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
