This position will manage a major programmatic area; and/or critical program segment for which both the scope and effect of the work have agency-wide or government-wide impact. This position starts at a salary of $155,700.00 (GS-15, Step 1) to $183,500.00 (GS-15, Step 10) with promotion potential to $183,500.00 (GS-15 Step 10).

In this Chief of Staff position, you will advise the Chief and Deputy Chief on a variety of policy issues of interest to DHS and CBP officials, as well as Federal, state, local, and tribal agencies. Typical work assignments include:
Directing subordinate division chiefs in the establishment of goals and objectives, work planning and organization, work assignments, and personnel management responsibilities
Participating fully with the Deputy Chief and other CBP officials in the review and appraisal of major policy issues amid questions with major implications for CBP's stance on variety of issues, including those with potential impact on one or more aspects of the national economy
Conducting and evaluating a wide range of confidential studies and reports for the Deputy Chief designed to assist in the interpretation of vast arrays of information or advising the Deputy Chief on the implementation of legislation bearing on the economic well-being of the nation
Representing the Deputy Chief in meetings and conferences involving high-level officials from other Federal agencies, business and industry executives, Members of Congress, and high-level representatives of various private sector groups
Directing staff in conducting analysis and evaluation of specific operational or policy proposals and participating in initiating, designing, and completing such proposals
Qualifications
Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Directing the development of nationwide policy and program initiatives
Analyzing major aspects of programs to improve effectiveness and efficiency of operations
Creating policy formulation for long-range planning in connection with prospective changes in functions and programs
Providing guidance and assistance on projects and program segments of professional, technical managerial or administrative work
Managing major components of programs, such as workforce management, finance, logistics/technical support, regulatory, tactical infrastructure, training, or manpower, and/or other related areas

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/06/2023.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
