Duties
Serves as procurement analyst responsible for researching, evaluating and analyzing policy and regulations to write action plans, procedures and guidance to streamline acquisition process and related tasks. Performs Procurement Management Reviews and inspection of contracting activities to assess and evaluate overall management effectiveness. Prepares draft and final reports based on the results of the reviews. Responsible for managing and providing acquisition guidance to management and contracting officers. Responsible for maintaining and updating plans/procedures as required. Advises management, contracting officers, and grants officers on matters pertaining to contracting policies and procedures. Conducts reviews of contracts and other contract actions for compliance with statutory, regulatory, and policy requirements. Reviews for the appropriate contract type, pricing provisions, selections of source, acquisition method, determinations and findings, documentation, clarity of contract terms and conditions, propriety of cited funds, etc. Analyzes, evaluates, and develops solutions to contracting problems. Conducts workload and trend analyses, identifies innovative and efficient contracting initiatives. Conducts training of contracting personnel to improve acquisition practices.Prepares position papers on a variety of acquisition topics. Serves as subject matter expert on special task forces/projects/programs.Other duties performed as assigned.

Qualifications
QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.
Work experience directly related to the duties described above that includes knowledge of procurement policies and procedures to plan, analyze, or evaluate procurement programs; review proposed contractual actions for conformance with regulatory requirements and procurement practices; or develop policies and procedures or provide advice and guidance to subordinate activities concerning a variety of procurement issues. Must have excellent organizational skills; be highly skilled in written and verbal communications and have excellent presentation skills. Must be proficient in Microsoft Windows, Word, Excel, Power Point, and other software as required. Ability to meet stringent deadlines in a fast-paced environment.
Highly Preferred Criteria:
1. Possess a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing or quantitative methods with work experience directly related to the above.
