This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Head Start (OHS), located in Atlanta, Georgia and New York, New York. The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages. Duties

Developing long-range strategies and work plans to carry out legislative initiatives and national goals and priorities aimed at improving Head Start program effectiveness. Implementing national Head Start policies and procedures and recommending strategies and approaches to improve overall performance. Managing the process of reviewing and negotiating grant applications and proposals. Providing day-to-day leadership, supervision, and guidance, both technical and administrative, to staff. Providing technical guidance in the areas of early childhood development programs by promoting quality and comprehensive services for the children and families.

Qualifications

Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below. Basic Requirement: You must meet one of the items listed below (A, B, or C): A. Possess a degree in behavioral or social science; or related disciplines appropriate to the position. (must provide transcript); OR B. Possess a combination of education and experience that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (must provide transcript); OR C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. AND Specialized Experience, GS-13: You must possess at least one year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Providing technical assistance in the areas of early childhood development program operations, regulations, policies, and procedures. Evaluating an early childhood development program and recommending strategies or concepts to improve its effectiveness. Leading activities or mentoring others on administrative and programmatic operations related to the oversight and monitoring of early childhood development grant operations such as Head Start. Managing an early childhood development program, such as Head Start or childcare. Documenting Experience: IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
