This announcement will be used to fill positions with an entry grade of GS-09, or GS-11 with a target grade of GS-11.
The minimum salary for grade GS-09 is $54,727, the maximum salary is $74,250.
The minimum salary for grade GS-11 is $69,107, the maximum salary is $89,835.
Duties
Serves as a second level supervisor (Branch Chief) with technical and administrative supervisory responsibilities.
Perform work related to an assigned functional area in the Accounts Payable Directorate.
Monitors and evaluates financial systems support to ensure compliance, internal controls, and optimal operating procedures.
Develops detailed recommended plans for correcting weakness and provides training and/or assistance to personnel in the Accounts Payable organization.
Analyzes budget and resource activity within the immediate work area, and makes recommendations within the area that have positive impact on overall budget without negatively impacting daily area operations.
Plans, manages and supervises the assigned organization and provides both technical and administrative oversight.
Duties will be developmental in nature when the position is filled below the full performance level (GS-11).

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07 for GS-09 level; GS-09 for GS-11 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-09 Specialized Experience Is Defined As:
Performing financial management data analysis; creating recommendations for business process improvements; and providing customer support for an automated accounting or financial management system.
GS-09 Time-in-Grade:
Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-09, applicants must have served 52 weeks as a GS-07 or higher in the Federal service.
GS-11 Specialized Experience Is Defined As:
Experience planning, scheduling and conducting reviews and evaluations on financial management data analysis; analyzing issues or problems, selecting and applying appropriate analytical techniques and methods in order to recommend solutions or improvements to organizational functions.
GS-11 Time-in-Grade:
Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-11, applicants must have served 52 weeks as a GS-09 or higher in the Federal service.

Education
GS-9 Substitution of Education for Experience:
- Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
