This position is located at the Montana State office located in Billings, Montana but location may be negotiable within the Montana Dakotas BLM. Information about Billings and the surrounding area can be found at Billings, MT.
We expect to fill 1 vacancy and if needed, other locations within the Montana/Dakotas State, District or Field offices may be considered based on need and management discretion.
Duties
Develops and maintains a strategic annual recruitment plan in accordance with the National Recruitment Strategy, National Recruitment Calendar, and Annual Recruitment Planning Timeline and Guidance.
Ability to interpret and apply federal regulations concerning staffing functions of recruitment, selection and placement. Builds, maintains, and leverages networks of key influencers and stakeholders to promote Agency awareness.
Forges relationships with universities and strategically promotes university partnerships. Collaborate with campus university coordinators of the partnership programs to gain broad access to students on campus.
Initiates and maintains extensive area-wide community relationships, including productive relationships with external and internal groups, to ensure long-term, continuous support of the agency.
Sources new and diverse talent via professional and community organizations, affinity groups, college campuses, career fairs, etc.
Duties will be developmental in nature when filled below the full performance level.

GS-11: You must possess one (1) full year of specialized experience at or equivalent to the GS-9 level that is equivalent in difficulty and complexity as indicated by the following examples: managing a recruitment program which included creative recruiting using traditional and non-traditional techniques including phone calls, direct sourcing, and networking and develop and maintain a strategic annual recruitment plan.

Education: You must have successfully completed at least three full years of graduate education or a Ph.D. or equivalent doctoral degree from an accredited college or university in a field directly related to human resource management, or related disciplines. One year of graduate education is considered to be the number of credit hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. Provide copy of transcripts.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (To compute, first, determine your experience as a percentage of the experience required; then determine your graduate education as a percentage of the education required (Note: Only graduate education in excess of the first 2 years may be used). Add the two percentages. The total percentage must equal at least 100%). I will provide a copy of my transcripts.
GS-12: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: manage a recruitment program; assess impact of recruitment and hiring processes on time to hire and recommend solutions for improvement; conduct job analyses on a wide variety of complex positions; explain the recruitment methodology to management; use creative recruiting by using traditional and non-traditional techniques including phone calls, direct sourcing, and networking; and develop and maintain a strategic annual recruitment plan.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
