This position is located in the Department of Health and Human Services, Office of Intergovernmental and External Affairs, headquartered in Washington, District of Columbia. **This is a 2 year Term Appointment with the option of a 2 year extension. Not-to-Exceed (NTE) 4 years of total employment.

Duties

WHAT YOU'LL BE DOING DAY TO DAY As an External Affairs Specialist, you will use your knowledge of and experience with the Office of Intergovernmental and External Affairs to optimize business results and customer experience by: Performing broad managerial planning, direction, and administration over external communications and outreach strategies to advance equity, justice and opportunity for Asian American, Native Hawaiian, and Pacific Islander communities. Ensuring the development of short and long-range external communications plans. Managing outreach with external stakeholders. Establishing and maintaining effective working relationships with other Federal agencies, State departments, external organizations and the public, in order to support the planning and execution of projects and assignments with interest in advancing equity, justice and opportunity for Asian American, Native Hawaiian, and Pacific Islander communities.

Qualifications

WHAT WE ARE LOOKING FOR Minimum Qualifications: A. You must have one year specialized experience. To be creditable, specialized experience must have been equivalent to at least the GS-9 grade level in the Federal service, performing at least three (3) of the following: Preparing written responses for general public to communicate agency information; Conducting interviews with the general public to communicate agency information; Assisting with a public messaging campaign that includes developing a message (example: talking points or speech), media engagement, or strategically leveraging social media platforms; Managing outreach with external stakeholders in Asian American, Native Hawaiian, and/or Pacific Islander communities. OR B. Education: Successful completion of a Ph.D. or equivalent doctoral degree, or at least three (3) full years (54 semester/81 quarter credits) of progressively higher-level graduate education leading to such a degree, or LL.M., if related. OR C. Combination: Successful completion of a combination of education and experience as described above. You must include transcripts. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
