The Chief of Rehab Services is responsible for the administrative supervision and management of the rehabilitation programs and more than 50 employees at the VA Pittsburgh Healthcare System (VAPHS), a Complexity Level 1A facility, six (6) Community Based Outpatient Clinics (CBOCs). The primary location of this position is the H.J. Heinz III VA Medical Center in Aspinwall, PA.
Duties
The Chief of Rehab supervises the Supervisory Occupational Therapists and Supervisory Physical Therapists. Duties for this position include but are not limited to:
Independently planning, implementing, directing, and managing all technical and operational aspects of Physical Medicine and Rehabilitation.
Developing, providing, and coordinating operating programs for therapies and clinics, which include the physicians and nurse practitioners of Physical Medicine and Rehabilitation, trainees, residents, volunteers, the allied health disciplines, and administrative staff.
Maintaining program requirements and validation criteria for assigned organizations.
Review internal systems and assure that both clinical and administrative activities follow agency, accrediting, and regulatory requirements.
Oversight of the hiring and recruitment of PM&R personnel, and implement procedures to resolve complex problems relating to work force requirements, space and equipment use.
Providing full management on administrative matters affecting organizational planning, staffing, resource allocation, education, and Veteran-centric care.
Developing and coordinating operational budgets along with the service line.
Incumbent utilizes clinical knowledge and expertise to impact change, oversee the quality of services rendered, and facilitate best practices, and coordinates the acquisition of supplies, equipment, and services.
Monitoring and ensuring program compliance with various accrediting and regulatory standards and medical center policies.
Ensuring that day-to-day operations run smoothly and efficiently through direct hands-on contact with treating staff.
Provides oversight and approval on training requirements, travel, and other professional development for staff.
Is responsible for maintaining effective and efficient communication with internal and external stakeholders.
Utilizing VA data systems, evaluates departmental performance, strategic planning, and guides performance improvement.
Utilizing evidence-based practice and advanced clinical skills, the incumbent works in a clinical setting as determined by patient care needs.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Basic Requirements Education: The Educational Requirements for employment as a VHA Physical Therapist are prescribed by Public Law 96-151 codified in 38 U.S.C. 7402. Individuals must be a graduate of a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited college or university. To meet this requirement, you must have obtained one of the following:
Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a Physical Therapist,
Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a Physical Therapist
Doctorate degree in Physical Therapy.
Basic Requirements Licensure: To meet the basic Licensure requirement for this position, Individuals must hold a full, current, and unrestricted license to practice Physical Therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia.
English Language Proficiency: Must be proficient in written and spoken English.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Requirement, Experience: In addition to meeting the basic requirements you must have one (1) year of progressively complex experience equivalent to the GS-13 grade level gained in a position such as a Supervisory Physical Therapist, Physical Therapist Clinical Specialist, or Physical Therapist Program Coordinator. This experience includes the following:
Ability to complete complex evaluations and treatments;
Ability to function independently;
Ability to use interpersonal skills necessary to work productively with all levels of medical center personnel,
Ability to manage the activities of a diverse group of professional and support employees;
Ability to participate in planning activities;
Analytical ability to identify opportunities for operational improvements and problem resolution; and the ability to analyze, review, comprehend, and interpret a wide variety of data/information.
Grade Determinations: In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-13 grade level as a physical therapist and must demonstrate all of the following Knowledge, Skills, and Abilities (KSA's):
Advanced knowledge of evidence-based practices and clinical practice guidelines in multiple professional areas.
Skill in managing interpersonal relationships and conflict resolution in dealing with a diverse range of employees, discipline lead(s), and administrators.
Ability to translate extensive rehabilitation knowledge into local policy development.
Ability to effectively supervise staff by providing clinical and administrative oversight. This includes ability to manage resources, evaluate employees and assign work.
Ability to collaborate with strategic planning committees at local, VISN or national levels for new ventures addressing patient care delivery systems, facilities management, system reorganizations, etc.
Preferred Experience: Licensed Independent Practitioner, and ability to function in a direct access environment, greater than 5 years supervisory experience of a multidisciplinary Rehab department.

Physical Requirements: The work is primarily sedentary, but requires some walking and in times of staff shortages or absences, or while completing direct patient care activities.
