The Chief of Rehab Services is responsible for the administrative supervision, management, and architecture of the rehabilitation programs with more than 50 employees at the VA Pittsburgh Healthcare System (VAPHS) a Complexity Level 1A facility, five (5) Community Based Outpatient Clinics (CBOCs), and 11-county catchment areas. The primary location of this position is the H.J. Heinz III VA Medical Center in Aspinwall, PA.
Duties
The Chief of Rehab supervises the Supervisory Occupational Therapists and Supervisory Physical Therapists, and each Lead within the services. Duties for this position include but are not limited to:
Independently planning, implementing, directing, and managing all technical and operational aspects of Physical Medicine and Rehabilitation.
Developing, providing, and coordinating operating programs for therapies and clinics, which include the physicians and nurse practitioner of Physical Medicine and Rehabilitation, trainees, residents, volunteers, the allied health disciplines, and administrative staff.
Maintaining program requirements and validation criteria for assigned organizations
Directing subordinate supervisors and staff members to participate in cyclic or special evaluations.
Interviewing prospective applicants for rehab staff vacancies, orienting newly appointed employees of Physical Medicine and Rehabilitation to programs, activities, responsibilities, techniques, and rehabilitation objectives.
Assisting the Service Line in achieving a balanced operation of services with respect to manpower, space, funds, and equipment.
Recommending internal budget administration policies and procedures by applying knowledge of contemporary health care financing methods.
Evaluating work systems and procedures within the service and implementing changes to improve efficiency and productivity.
Monitoring and ensuring program compliance with various accrediting and regulatory standards and medical center policies.
Ensuring that day-to-day operations run smoothly and efficiently through direct hands-on contact with treating staff.
Determining the training and development needs of service personnel.
Serving as the point of contact for maintaining and communication outcomes derived from the Functional Status and Outcomes Database per VA Central Office.
Providing service and availability for other administrative responsibilities delegated by the Service Line or the Executive Leadership Team.
Protecting sensitive data from unauthorized release or from loss, alteration, or unauthorized deletion, and following applicable regulations and instructions regarding access to computerized files and release of access codes etc.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Basic Requirements Education: The Educational Requirements for employment as a VHA Physical Therapist are prescribed by Public Law 96-151 codified in 38 U.S.C. 7402. To meet this requirement, you must have obtained one of the following:
Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a Physical Therapist,
Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a Physical Therapist
Doctorate degree in Physical Therapy.
Basic Requirements Licensure: To meet the basic Licensure requirement for this position, Individuals must hold a full, current, and unrestricted license to practice Physical Therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia.
English Language Proficiency: Must be proficient in written and spoken English.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-13 grade level as a physical therapist and must demonstrate all of the following Knowledge, Skills, and Abilities (KSA's):
Advanced knowledge of evidence-based practices and clinical practice guidelines in multiple professional areas.
Skill in managing interpersonal relationships and conflict resolution in dealing with a diverse range of employees, discipline lead(s), and administrators.
Ability to translate extensive rehabilitation knowledge into local policy development.
Ability to effectively supervise staff by providing clinical and administrative oversight. This includes ability to manage resources, evaluate employees and assign work.
Ability to collaborate with strategic planning committees at local, VISN or national levels for new ventures addressing patient care delivery systems, facilities management, system reorganizations, etc.
Preferred Experience: Licensed Independent Practitioner, holds a direct access license, experience in outpatient orthopedics or holds a specialty certification in orthopedics.

The full performance level of this vacancy is GS-12. The actual grade at which an applicant may be selected for this vacancy is GS-14.
Physical Requirements: The work is primarily sedentary, but requires some walking and in times of staff shortages or absences, or while completing direct patient care activities.
