You will serve as an ENGINEER (Microelectronics Industrial Base Deputy Program Manager) in the In-Service Radar Program Management Division (PM2), Command Department (00) of NAVAL SURFACE WARFARE CENTER.
This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.
Duties
You will oversee a min-program office cell in the planning/coordination, contracting, execution, management, and communication of high-dollar, visibility, complex, technical Future Years Defense Program (FYDP) projects.
You will oversee for state-of-the-art microelectronics portfolio, which accesses, matures, and secures domestic microelectronics manufacturing capabilities across the supply chain (i.e., materials, fabrication, packaging, and subsystem integration).
You will manage development, demonstration and transition Department of Defense (DoD) and dual-use prototypes across multiple integration levels (i.e., materials, components, assemblies, and subsystems).
You will manage staff to execute ~$200M+/yr of Office of Secretary of Defense (OSD) technology transition dollars Technology Readiness Levels/Manufacturing Readiness Levels (TRL/MRL) in direct support of the National Defense Authorization Act (NDAA).

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
In addition tot the basic education requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, ND-04 (GS-12/13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer, analyzing and evaluating system technology (e.g. microelectronic; hypersonic; radar; electronic warfare; or directed energy weapons) and integration requirements to develop and execute project schedules, milestones, and deliverables to support the technological advancement and sustainment for department of defense systems.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
