The incumbent will serve as a Human Resources Specialist with the Human Capital staff located in the Criminal Division, Office of Administration. The Human Capital staff is responsible for training and employee development, performance management, employee relations, international operations, workforce analysis and succession planning, awards and recognition, and reasonable accommodations.
Duties
As a Human Resources Specialist, you will:
Assist employees with questions relating to conduct and/or performance issues.
Interpret and explain employee relations procedures, practices, policies, and guidelines.
Develop knowledge in performance management policy and issues, including those applicable to Senior Executive Service and Senior Leadership employees.
Aid in disseminating guidance and scheduling information regarding all stages of the performance management cycle.
Disseminate procedures and scheduling information regarding awards of all types.
Coordinate the delivery of mandatory training to Division employees, tracks and reports its completion.
Compile reports on training and responds to related data calls, audits, and other activities.
Study, review, and analyze new or proposed equal employment opportunity and disability-related policies, procedures, programs and guidelines.
Review requests and medical documentation for Family and Medical Leave Act and reasonable accommodation purposes.
Review, process and ensure compliancy of awards with Division policy.
Organize and coordinate the logistics of annual awards ceremony.
Oversee and manage the Division's Worklife Program to include advising section of compliance with policy and procedures.

Qualifications
To qualify for the GS-09 grade level, applicants must have one of the following:
Two (2) full years of graduate education or a master's degree, LL.B, J.D., or equivalent degree that demonstrates the competencies needed to do the work of the position; OR
At least one year of specialized experience at, or equivalent to, the GS-07 federal grade level. Examples of specialized experience must include duties such as: Posting vacancy announcements; keying various personnel actions; assisting employees with conduct and/or performance issues; training program management; and reviewing FMLA requests; OR
Combination of education and experience may also be used to qualify. Please note, only graduate education in excess of the first full year may be used in this calculation.
To qualify for the GS-11 grade level, applicants must have one of the following:
A Ph.D., or equivalent doctoral degree, or three (3) full years of progressively higher education leading to such a degree, or LL.M, if related, that demonstrates the competencies needed to do the work of the position; OR
At least one year of specialized experience at, or equivalent to, the GS-09 federal grade level. Examples of specialized experience must include duties such as: Posting vacancy announcements; keying various personnel actions; assisting employees with conduct and/or performance issues; performance management; training program management and policy development; approving FMLA requests; and approving reasonable accommodation requests or developing reasonable accommodation policies; OR
Combination of education and experience may also be used to qualify. Please note, only education in excess of two full years of graduate education may be used in this calculation.
Combination of Education and Experience - Your current education completed is credited as a percentage of the education required for the grade level and your current experience is credited as a percentage of the total experience required for the grade level. The two percentages are added and must equal 100% in order to qualify for the desired grade level. All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education.
