The incumbent is based at VA Puget Sound Healthcare System and serves as the Program Support Assistant for the Nurse Executive Office (NEO), Nursing Education Department.
VA Puget Sound Health Care System (VAPSHCS) is a highly complex, two division, tertiary care, and research -leading referral medical center, affiliated with the University of Washington School of Medicine and School of Nursing clinical programs.
Duties
Major Duties
Coordinating administrative activities of Nursing Education programs to include the shared programs with various Schools of Nursing as well as the training programs at the VA sites in bachelor of nursing, doctor of nurse practice, associated degree of nursing, masters of nursing, RN residency and Clinical Nurse Leader (CNL).
Keeping management informed of new and changing administrative requirements in the facility, VISN and VACO.
Responsible for maintaining phone calls and visitors, resolving matters, answering questions and also serving as a point of contact for vendors, fellows, residents, faculty members, staff members, and applicants for training positions which include individuals at the VA and other academic institutions nationally and internationally.
Maintaining calendars for supervisors, scheduling appointments and conferences independently and without prior approval and ensuring the supervisor is briefed on matters to be considered.
Must be able to gather and maintain information, records and statistical data for recurring and non-recurring Medical Center and University reports and develop and maintain a database for quarterly reports on projects and prepares reports from same as requested.
Responsible for receiving, handling, and screening incoming correspondence and reports and forwarding to the appropriate persons.
Ability to compose and proofread correspondence for procedural and grammatical accuracy, ensure conformance with general policies and factual correctness, integrate word processing, spreadsheets, tables, graphics and presentations in the appropriate formats.
Provide administrative oversight of program support processes in Seattle, American Lake and CBOCs.
Assist the ACN/E and designees with recruitment and selection of staff, completion of performance evaluations, training, work assignments and disciplinary actions.
Ability to work independently or in concert with other medical center staff on a variety of special projects that require development of specific tracking and measurement tools and use of statistical techniques to synthesize data, draw conclusions and make recommendations on courses of action or policy/procedure changes as well as periodic reports to the ACN/E or supervisor on progress and problems encountered.
Serves as a liaison for issues concerning licensing and credentialing of professional staff, consultants/instructors while maintaining a current listing of various staff members by type of clinical rotation and able to present the appropriate information at section meetings and prepare required documentation for forwarding to the appropriate staff and board for final review and action and acts as a PIV card manager for badges.
Maintain required training records for paid and WOC staff and ensure records comply with Joint Commission requirements, VHA regulations and requirements of the Health Care System.
Updates the Nursing Education emergency, disaster and safety plans, cascade call-back systems and maintain accident forms and required paperwork for record systems.
Assists ACN/E with aspects of budget formulation, justification, execution and financial reporting, monitors balances and status of projects and recommends reprogramming funds as needed, reviews financial reports, resolves discrepancies, maintain expenditures, verifies invoices, reconciles control points in accordance with financial procedures.
Serves as the Contracting Officer's Technical Representative (COTR) for Nursing Education, administers contracts and processes invoices for payment.
Prepare and/or review purchase orders for supplies and non-expendable property and other specialized equipment necessary for effective functioning of the Nursing Education office while exercising authority for the obligation and expenditure of funds.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/10/2023.
Proficiency Requirements: In addition to meeting experience requirements, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test.
(Office Automation) Must have typing speed of 40 words per minute typing speed. (Words per minute are based on a 5-minute sample with three or fewer errors).
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in program administration and management; assistance with day-to-day operational duties; Communicate effectively both verbally and in writing with variety of individuals; Problem solve and apply decision making skills. sustaining processes and procedures to ensure program effectiveness; interpreting, analyzing, and responding to requests for information from internal and external entities; collecting, compiling, managing, and reporting program data; preparing correspondence and reports; utilizing automated software (such as Microsoft Word, Excel, etc.). Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week.

Physical Requirements: The work is sedentary. There may be some walking, standing, bending, carrying of light items such as papers, books, and manuals. No physical demands are required to perform the work. Travel via shuttle or automobile between the Seattle American Lake divisions and/or Federal Center South is required for occasional basis.
