You will serve as a Program Manager for Naval Special Warfare (NSW) Signatures- Program Support Branch (Code 741) of the Electromagnetic Signature Technology Division (Code 74) in the Signature Department (Code 70) of CARDEROCK DIV NS.
The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.
Duties
You will develop program strategies and plans, manage program execution, and resolve budget, schedule, technical and contract issues for Naval Special Warfare (NSW) Signatures program.
You will develop cross organizational technical scope of work, determine current and future funding requirements, and oversee technical execution of multiple technical projects to meet program objectives.
You will manage assigned projects and multi-disciplinary teams responsible for multiple long range critical and complex developmental programs/projects for NSW Signatures.
You will be responsible for generation and presentation of briefs and updates to NSW and NSWC leadership
You will coordinate with government and industry sponsors to conduct test events that support the objectives of the program.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
This is an interdisciplinary position and may be filled by a General Engineer (0801- series), Mechanical Engineer (0830-series), an Electrical Engineer (0850-series), an Electronics Engineer (0855-series), or a Physics (1310-series) depending upon the qualifications of the candidate. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-4 pay band (GS-12 and GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer or scientist developing program strategies and plans, managing program execution or resolving technical issues as it relates to the Naval Special Warfare (NSW) program.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

1310-Physics Series: A degree in physics; or a related degree that included at least 24 semester hours in physics. Courses must have included a fundamental course in general physics and, in addition, course in any of two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.
